Of which, the rate of trained workers with degrees and certificates in the third quarter of 2025 is 29.5%, an increase of 0.4 percentage points compared to the previous quarter and an increase of 1 percentage point compared to the same period last year.
In the first 9 months of 2025, the rate of trained workers with degrees and certificates was 29.1%, an increase of 1 percentage point over the same period last year, showing that the quality of the labor force is gradually improving.
The report of the General Statistics Office also said that the number of employed people in the third quarter of 2025 was 52.3 million, an increase of 261,300 people compared to the previous quarter and an increase of 580,800 people compared to the same period last year. Of which, the urban area was 21.1 million people, an increase of 897,100 people compared to the previous quarter and an increase of 1,060,200 people compared to the same period last year; the rural area was 31.2 million people, a decrease of 635,800 people and a decrease of 479,400 people.
By economic sector, the number of employed workers in the third quarter of 2025 in the agriculture, forestry and fishery sector was 13.4 million people, accounting for 25.6%; the industry and construction sector was 17.5 million people, accounting for 33.5%; the service sector was 21.4 million people, accounting for 40.9%.

Of which, the urban area was 20.4 million people, an increase of 644,800 people over the same period last year; the rural area was 31.6 million people, a decrease of 92,500 people.
By economic sector, the number of employed workers in the first 9 months of 2025 in the agriculture, forestry and fishery sector was 13.4 million people, accounting for 25.8% and a decrease of 263.7 thousand people compared to the same period last year; the industry and construction sector was 17.4 million people, accounting for 33.4% and an increase of 318.1 thousand people; the service sector was 21.2 million people, accounting for 40.8% and an increase of 497.9 thousand people.
In general, the number of employed workers tends to increase, but the labor market development is not sustainable when the number of workers with informal jobs accounts for a large proportion.
The total number of informally employed workers (including workers in agricultural, forestry and fishery households) in the third quarter of 2025 was 32.6 million people, accounting for 62.4% of the total employed workers, down 1.1 percentage points compared to the previous quarter and down 1.5 percentage points compared to the same period last year.
In the first 9 months of 2025, the rate of informal employment was 63.4%, down 1.2 percentage points over the same period last year. Of which, the urban area was 47.6%, down 1.7 percentage points; the rural area was 73.6%, down 0.6 percentage points; the male was 66.7%, down 1.1 percentage points and the female was 59.6%, down 1.5 percentage points. Although the informal employment rate remains high, the downward trend shows that the labor market is gradually expanding employment opportunities in the formal direction.
