Conference to report on the progress of the Ninh Thuan nuclear power project

According to the report of the Steering Committee for the implementation of the nuclear power project in Ninh Thuan province, the Ninh Thuan nuclear power project is being actively implemented with many important tasks being carried out. After the National Assembly passed Resolution No. 189/2025/QH15 on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project, the People's Committee also issued Plan No. 517/KH-UBND, assigning specific tasks to departments, branches and localities. The units have issued detailed implementation plans; focusing on propaganda plans, public meetings, establishing working groups and conducting surveys and measurements. The provincial police have also established a Steering Committee and a Working Group to ensure security and order for the project. The Department of Industry and Trade continues to advise on the completion of the Steering Committee and the establishment of the Project Management Board. Relevant departments and branches are reviewing, updating and adjusting plans related to site clearance. At the meeting, a number of departments and localities raised a number of difficulties, problems and recommendations related to the provision of documents, land handover, planning adjustment, policy mechanisms and site clearance.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested that sectors and localities focus on performing their tasks well in the coming time to ensure timely land allocation for project implementation by the end of 2025. In that spirit, continue to carry out tasks according to Plan No. 517/KH-UBND of the Provincial People's Committee; review, amend and supplement the plan accordingly. Sectors and localities need to step up propaganda work so that people comply with policies and guidelines, especially propaganda to specific subjects eligible for compensation. Implement pricing, compensation and site clearance work to ensure strict but urgent implementation. Prioritize site clearance in the core area of ​​factory construction and pay attention to building resettlement areas for people to ensure timely completion. Thuan Nam and Ninh Hai districts should promptly guide and propagate to people and soon issue notices on land recovery. The Department of Industry and Trade advises the Provincial People's Committee to issue a document updating complete data on the total area of ​​land recovered and the scale of the factory, in order to have a basis for recovering the correct and sufficient area as required. The Provincial Land Fund Development and Investment Project Management Board needs to review and develop a specific time schedule for the contents of the work that needs to be done; at the same time, closely coordinate and have discussions and agreements with relevant departments, branches and units to implement the project in accordance with the correct order, procedures and specific responsibilities, to keep up with the set progress. During the implementation process, proactively report to the Provincial People's Committee any difficulties and problems that arise for timely direction and resolution. Regarding planning adjustments, it is necessary to prioritize the development of the coastal area of ​​the resettlement area to develop tourism ; build resettlement areas that ensure the criteria of a tourist city, not only meeting the housing needs of the people but also the direction of commercial service development. The relevant departments and branches advise the Provincial People's Committee on site clearance work to ensure the most benefit to the people, but must ensure strict compliance with legal regulations. Strictly manage household registration, separation of registration, transfer, sale and purchase of land, planting trees, construction of works in the recovered area to take advantage of compensation policies for the project. Minimize violations, promptly grasp information to direct, orient and propagate to the people clearly about policies and laws, ensuring the best implementation of the project.
