Hung Yen completed arranging boats to avoid storm before 4:00 p.m. on September 27.

The Chairman of the People's Committee of Hung Yen province directed that by all means, ships and boats be called upon, counted, and guided to safe shelters, and arrangements must be made to avoid collisions and sinkings at anchorages. These tasks must be completed before 4:00 p.m. on September 27.

To proactively respond to storm No. 10, the Chairman of the People's Committee of Hung Yen province has issued an official dispatch requesting the Heads of departments, branches, sectors, units of the province and enterprises in the area to absolutely not be negligent and subjective in the face of the storm's developments and situation, and to proactively deploy storm prevention and control plans in their fields and areas of management according to the motto "Four on-site" (on-site command; on-site forces; on-site means and materials; on-site logistics).

The Provincial Military Command presides over and coordinates with the People's Committees of coastal communes and relevant units to implement a sea ban from 12:00 on September 27; strictly prohibits ships and boats from going to sea, stops exploitation, aquaculture, fishing and other activities in estuaries, coastal areas, and offshore after the sea ban. By all means, call, count, and guide ships and boats to safe shelters, arrange to avoid collisions and sinking at anchorages. These tasks must be completed before 16:00 on September 27.

The People's Committees of communes and wards inspect and review plans to protect key dykes, embankments, and culverts, and works under construction on dykes, especially estuaries and sea dykes. Ensure the safety of people and property in the estuary and coastal areas to prevent storms and rising water from overflowing and breaking dykes and dikes; when detecting unsafe works, proactively mobilize forces, means, and materials to handle and reinforce immediately.

The People's Committee of coastal communes shall preside over and coordinate with the Provincial Military Command, Provincial Police and relevant units to urgently relocate clam farming households, aquaculture and seafood farming households in low-lying areas along rivers and coastal areas; at the same time, close border gates, and cross sea dykes and river dykes. The above tasks must be completed before 4:00 p.m. on September 27.

The Department of Agriculture and Environment organizes a duty team to monitor developments, forecast, warn, and promptly inform the authorities and people about the storm's developments; proactively advises the Provincial People's Committee on storm prevention and control. The Provincial Police directs relevant units and local police forces to proactively arrange forces and vehicles to vulnerable areas, ready to support local people and areas forecast to be at risk of being affected by the storm; ready to deploy response, rescue, and relief work when requested.

Departments and branches: Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, Education and Training, Health and related units, according to their functions, tasks and authority, proactively direct and urge the implementation of measures to respond to storms and floods, paying special attention to ensuring safety for activities at sea, safety of telecommunications systems, educational and medical facilities, production, business and service establishments.

Hung Yen Electricity Company has proactively taken measures to ensure the safety of the power grid system, avoiding interruptions before, during and after the storm, especially the power supply for the operation of the drainage pumping stations. Leaders of the provincial departments, branches, sectors, units and technical staff working on natural disaster prevention and control have been assigned to coastal communes to immediately go to their assigned locations to direct, urge and advise on storm prevention and control measures.

Due to the impact of the storm, from early morning on September 28, the sea off the coast of Hung Yen province had strong winds of level 6, then increased to level 7, level 8, gusting to level 9; waves from 2.0 - 3.0m high; rough seas. From the afternoon and night of September 28, areas in the province had strong winds of level 6, level 7, gusting to level 8. From September 28 to the end of September 30, the province had moderate rain, heavy rain, and in some places very heavy rain with common amounts from 150 - 250mm. This is a very fast moving storm, strong storm intensity, wide range of influence, can cause combined impacts of many types of natural disasters such as strong winds, heavy rain and flooding in low-lying areas.
