Hung Yen starts construction of Thai Binh LNG Thermal Power Plant worth 2 billion USD

Hung Yen has just started construction of the Thai Binh LNG Thermal Power Plant project and inaugurated the coastal road. This is an event to celebrate the success of the 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030.

Thai Binh LNG Thermal Power Plant is built in Thai Do commune (former Thai Thuy district) on an area of 269.43 hectares, with a total investment of about 2 billion USD and a designed capacity of 1,500 MW, by a consortium of Tokyo Gas Group, Kyuden Electric Company (Japan) and Truong Thanh Vietnam Group Joint Stock Company.

The project is not only significant in terms of energy but also a strategic breakthrough in socio -economic development, contributing to raising the position of Hung Yen. When put into operation, the plant will supplement clean, stable electricity sources for the North, reduce dependence on coal-fired thermal power, meet peak electricity demand and increase flexibility for the national power system. At the same time, this place will form a large-scale energy center combining industry - services - logistics.

Speaking at the groundbreaking ceremony, Mr. Nguyen Khac Than - Chairman of Hung Yen Provincial People's Committee - emphasized that the fact that investors chose Hung Yen is a testament to the province's favorable, transparent and dynamic investment environment. The local government has proactively removed difficulties, completed procedures and handed over the site on schedule so that the project can start construction as planned.

Mr. Nguyen Khac Than suggested that the consortium of investors mobilize maximum financial, human and technological resources, ensuring safe, efficient and on-schedule operation of the factory, strictly complying with regulations on investment, land, construction and environment. Construction contractors must ensure technical standards, labor safety, environmental sanitation and not affect the lives of people in the project area.

The Chairman of the Provincial People's Committee also requested the Provincial Economic Zone Management Board, departments, branches and local authorities to continue to accompany, support, remove difficulties, and create favorable conditions for the project to soon become effective, contributing to promoting growth and improving the competitiveness of Hung Yen.

Speaking at the groundbreaking ceremony, Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, affirmed that Japan is committed to accompanying Vietnam and the locality to realize this project as a symbol of cooperation between Japan and Vietnam.

On the same day, Hung Yen province inaugurated the coastal road connecting Hung Yen with Ninh Binh. The 34.42km long road, passing through 7 communes of Hung Yen and 1 commune of Ninh Binh, was built on the scale of a grade III delta road, with a total investment of more than 4,800 billion VND in the form of public-private partnership (PPP).

Despite many difficulties due to complex geology and large construction volume (more than 3 million m³ of excavated rock and soil, 12 main bridges 3,800m long and 8 intersections), with the strong direction of the province and the efforts of the units, the project was completed on schedule, ensuring the quality, technique and aesthetics of the project.

Speaking at the inauguration ceremony, Mr. Nguyen Quang Hung - Permanent Vice Chairman of Hung Yen Provincial People's Committee - said that the coastal road is an important step in developing modern infrastructure, opening up new development space for the province, creating conditions for the formation of industrial, service and coastal tourism zones, promoting regional connectivity and attracting investment.

The project and strategic traffic routes being deployed such as Ninh Binh - Hai Phong Expressway (CT.08), heritage connection road along the Red River, Hanoi Capital Region Ring Road 4, the road to Diem Dien Port, the road to Con Vanh - Hung Phu Commune... will create a complete interconnection network, connecting Hung Yen with Hanoi, Hai Phong, Quang Ninh - the driving forces of development of the whole country.

The Vice Chairman of the Provincial People's Committee requested relevant units to continue to manage, maintain and exploit the project effectively; at the same time, localities need to adjust urban, industrial, service and tourism planning along the route to maximize the value of the route.

He also emphasized the experience of implementing PPP projects, considering this an important basis to speed up the progress and improve the quality of key transport projects in the coming time, ensuring that people benefit from the province's development projects.
