1. Application for reissuing lost vehicle registration (vehicle registration card)
Documents to re-issue lost vehicle registration (vehicle registration) include:
(i) Vehicle registration certificate.
(ii) Vehicle owner's documents:
- Vehicle owner is Vietnamese: Use level 2 electronic identification account to carry out vehicle registration procedures on the public service portal or present citizen ID card or passport.
For armed forces: Present People's Public Security ID card or People's Army ID card or certificate of the head of the agency, working unit from regimental level, department, district-level Police or equivalent or higher (in case of not being issued an armed forces ID card).
- The car owner is a foreigner
+ Vehicle owner is a member of a diplomatic mission, consular agency, or representative agency of an international organization in Vietnam: Present a valid diplomatic identity card, official identity card, consular identity card, honorary consular identity card, or (ordinary) identity card and submit a letter of introduction from the State Protocol Department or the Department of Foreign Affairs;
+ In case the vehicle owner is a foreigner living and working in Vietnam (except for the subjects specified in Point a of this Clause): Present a permanent residence card or temporary residence card (with a remaining residence period in Vietnam of 06 months or more).
- Vehicle owner is an organization:
+ Vehicle owners are organizations (except for the subjects specified in Point b, Clause 3, Article 17, Circular 24/2023/TT-BCA): Use a level 2 electronic identification account to carry out vehicle registration procedures on the public service portal; in case the organization has not been granted a level 2 electronic identification account, it must present a tax code notification or establishment decision.
In case of military enterprise vehicles, there must be an additional letter of introduction from the Department of Vehicles and Machinery, General Department of Engineering, Ministry of National Defense ;
In case the vehicle operates in the business of transporting by car, there must be an additional copy of the business license for transporting by car issued by the Department of Transport along with the original for comparison; in case the vehicle belongs to another organization or individual, there must be a vehicle rental contract or business cooperation contract or service contract;
+ Vehicle owners are diplomatic missions, consular offices and representative offices of international organizations in Vietnam: Use a level 2 electronic identification account to carry out vehicle registration procedures on the public service portal; in case the organization has not been granted a level 2 electronic identification account, it must present a tax code notification and submit a Letter of Introduction from the State Protocol Department or the Department of Foreign Affairs;
+ The person introduced by the agency or organization to do the procedure must submit the vehicle owner's documents according to regulations and present identification documents.
The authorized person to handle vehicle registration procedures, in addition to the vehicle owner's documents as above, must also present identification documents and submit a notarized or certified authorization document as prescribed.
(iii) Some other documents:
- In case of changing the license plate from yellow background, black letters and numbers to white background, black letters and numbers, there must be an additional decision to revoke the transport business license or decision to revoke the badge or sign;
- In case the vehicle is modified to replace the engine assembly or chassis assembly, there must be additional documents of origin, registration fee documents, and documents of ownership transfer of the engine assembly or chassis assembly according to the provisions of Article 11 of Circular 24/2023/TT-BCA;
- In case the modified vehicle has different engine and frame components of different brands, it must have an additional certificate of technical safety and environmental protection for the modified motor vehicle according to regulations;
- In case of renovating and replacing the engine assembly or chassis assembly of a registered vehicle, there must be a certificate of revocation of registration and license plate of that registered vehicle.

2. How to re-issue lost vehicle registration papers
(1) Provide full online public services for re-issuance of vehicle registration (except for vehicles registered with 3-digit or 4-digit license plates)
- Vehicle owners declare vehicle registration and attach scanned copies of engine and chassis numbers as prescribed on the public service portal;
- After checking the vehicle records to ensure they are valid, the vehicle registration authority will send a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return the vehicle registration results according to regulations;
- Vehicle owners receive vehicle registration certificates as prescribed by the public postal service.
(2) Partially performing online public services (except for case (1)):
- Vehicle owners must declare vehicle registration, submit application for re-issuance of vehicle registration and pay fees as prescribed; vehicle owners do not have to bring their vehicles in for inspection (except for modified vehicles or vehicles with changed paint color);
- After checking the vehicle records to ensure they are valid, the vehicle registration authority will reissue the vehicle registration certificate according to regulations; the vehicle owner will receive the vehicle registration results at the vehicle registration authority or from the public postal service.
