In what cases must vehicle registration be changed?

Cases where vehicle registration must be changed

Specifically, Clause 1, Article 16 of Circular 24/2023/TT-BCA stipulates the cases of reissuing and changing vehicle registration certificates and license plates as follows:

- Modified vehicle;

- Car paint change;

- Registered vehicles, white background license plates with black letters and numbers are changed to yellow background license plates with black letters and numbers (vehicles operating in the automobile transportation business) and vice versa;

- Vehicle registration certificate renewal;

- Change vehicle owner information (vehicle owner name, personal identification number, address);

- Vehicle registration certificate is damaged, blurred, torn;

- The license plate is damaged, blurred, broken or the vehicle owner needs to exchange the old vehicle registration certificate, old license plate for a vehicle registration certificate, license plate according to the provisions of Circular 24/2023/TT-BCA.

Vehicle registration change application

Pursuant to Article 17 of Circular 24/2023/TT-BCA, the dossier for issuance, re-issuance of vehicle registration certificate and license plate is as follows:

- Vehicle registration certificate.

- Vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA.

- Vehicle registration certificate (in case of issuing or changing vehicle registration certificate) or license plate (in case of issuing or changing license plate).

- Some other documents:

+ In case of changing the license plate from yellow background, black letters and numbers to white background, black letters and numbers, there must be an additional decision to revoke the transport business license or decision to revoke the badge or sign;

+ In case the vehicle is modified to replace the engine assembly or chassis assembly, there must be additional documents of origin, registration fee documents, and documents of ownership transfer of the engine assembly or chassis assembly according to the provisions of Article 11 of Circular 24/2023/TT-BCA;

+ In case the modified vehicle has different engine and frame components of different brands, it must have an additional certificate of technical safety and environmental protection for the modified motor vehicle according to regulations;

+ In case of renovating and replacing the engine assembly or chassis assembly of a registered vehicle, there must be a certificate of revocation of registration and license plate of that registered vehicle.

Vehicle registration change procedures

According to Article 18 of Circular 24/2023/TT-BCA, the procedures for issuing, exchanging, and re-issuing vehicle registration certificates and license plates are as follows:

- Provide full online public services for re-issuing vehicle registration certificates and re-issuing license plates (except for vehicles registered with 3-digit or 4-digit license plates)

+ Vehicle owners declare vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA and attach a scanned copy of the engine number and chassis number as prescribed on the public service portal;

+ After checking the vehicle records to ensure they are valid, the vehicle registration authority will send a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return the vehicle registration results according to regulations;

+ Vehicle owners receive vehicle registration certificates or license plates as prescribed from the public postal service.

- Partially perform online public services (except for the cases specified in Clause 1, Article 18, Circular 24/2023/TT-BCA)

+ Vehicle owners declare vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA, submit application for issuance, re-issuance as prescribed in Article 17 of Circular 24/2023/TT-BCA and pay fees as prescribed; vehicle owners do not have to bring the vehicle for inspection (except for vehicles with modified or changed paint color);

+ After checking the vehicle records to ensure they are valid, the vehicle registration authority will issue, reissue or change the vehicle registration certificate and license plate according to regulations; the vehicle owner will receive the vehicle registration results at the vehicle registration authority or from the public postal service.

In case of issuance, re-issuance of vehicle registration certificate, the license plate number will remain the same; for vehicles registered with 3 or 4-digit license plates, a new license plate number will be issued according to regulations (the vehicle registration certificate and 3 or 4-digit license plate will be revoked).

In case of changing the license plate from white background, black letters and numbers to yellow background, black letters and numbers or from yellow background, black letters and numbers to white background, black letters and numbers, a new identification license plate must be issued (in case there is no identification license plate) or the identification license plate must be reissued (in case there is already an identification license plate).
