"Ripping off" because of... high location rental prices

Giao thong Newspaper reporters received feedback from many tourists about the illegal collection of fees at parking lots in Hoi Lim, Tien Du, Bac Ninh, making many people angry.

To verify the above information, this afternoon (February 21), in the role of a person who needs to park a car or motorbike, a reporter from Giao thong Newspaper was present at the area around Lim Hill, Lim Town, Tien Du District to conduct a field survey. Accordingly, parking lots are arranged around Lim Hill, where the Lim Festival is held.

Owners of parking lots here all said that the festival organizing committee applies a common price for all lots of 100,000 VND for 4-seat cars and 20,000 VND for motorbikes.

At the parking lot on Ly Thuong Kiet Street (Provincial Road 295B), passing through the center of Lim town, the parking attendant said: This is the price set by the Festival Organizing Committee.

Because the parking lots have to rent the streets and sidewalks at high prices from the festival organizing committee. Specifically, 100 million VND/lot during this year's festival season.

"There are only two days of this festival a year, you have to let us get our money back. This is the general price so we can't reduce it.

This year the festival has fewer visitors because it is held in the middle of the week, we are worried that we won't be able to recover the cost of renting the venue," said NVK, owner of a parking lot.

Similarly, Mr. D.TL, a member of the Lim Town Veterans Association, said he also had to rent a parking space near Tien Du District Police for 100 million VND during this holiday season.

However, because this place is located near the foot of Lim hill, it can only mainly look after motorbikes. There are almost no cars because the road is banned and traffic is divided from afar, so it is likely to result in a loss of capital.

However, speaking with Giao Thong Newspaper reporters, Mr. Nguyen Minh Khoa, Head of the Infrastructure Economic Department and Mr. Ngo Xuan Tinh, Head of the Culture and Information Department of Tien Du district both affirmed: The Lim Festival Organizing Committee has planned more than 10 parking spots for tourists.

Accordingly, the ticket price is collected according to Decision No. 05/2019 dated May 3, 2019 of the People's Committee of Bac Ninh province regulating the price of vehicle parking services in Bac Ninh province.

Specifically, the parking fee for motorbikes is 6,000 VND/time, for cars it is from 24,000 - 60,000 VND/time, depending on the type of vehicle from 4 - 50 seats.

Thus, the above parking lots are charging 4 times higher than the current regulations.

Units shirk responsibility

In response to the above information, Giao Thong Newspaper reporters contacted and recorded the solutions of the relevant parties. However, the festival organizing committee members passed the responsibility to each other.

Specifically, the leader of Tien Du District Police said that they received many complaints about parking fees of up to 100,000 VND, so they directed the working group to inspect, record the above case and transfer it to the specialized agencies of the District People's Committee to handle according to their authority.

Meanwhile, leaders of the Economic Infrastructure and Cultural Information Departments of Tien Du district blamed each other, saying that the Cultural Department is the standing agency organizing the festival, so it is responsible for directing inspection and handling, and that the Economic Infrastructure Department only knows how many locations are planned and how to organize the collection of fees...

Ms. Nguyen Thi Hao, Vice Chairman of Tien Du District People's Committee - Head of Lim Festival Organizing Committee affirmed: "This afternoon (February 21), after receiving feedback, I directed to collect according to the regulations of the Provincial People's Committee. Currently, all parking lots have complied."

However, in the late afternoon and evening of the same day, according to Giao Thong Newspaper reporters, the parking lots here still kept the same collection rate of 100,000 VND for cars and 20,000 VND for motorbikes.

It is known that this year's Lim Festival will be held on February 21 and 22, and tens of thousands of visitors are expected to attend. The above "price gouging" situation has left many negative impressions in the hearts of visitors from afar when coming to this traditional festival.
