Stick to the area, proactively respond
Tuan Dao commune, which had just recovered from the storm and flood in August, is now struggling to cope with the circulation of storm No. 10. Heavy rains lasting from the evening of September 28 to the end of September 29 caused many culverts to overflow, deeply flooded traffic routes, and partially isolated some villages and residential areas. Local authorities closely followed each forecast, carefully assessed the actual conditions, and on the night of September 29 issued an order to urgently evacuate Linh Phu village residents and their property to a safe place. Police, military, militia, and rapid response teams of the village and commune immediately took action, working all night without rest. In dangerous areas, clear warning signs were posted to minimize risks.

Mr. Nguyen Ngoc Son, Chairman of Tuan Dao Commune People's Committee shared: "The previous flood caused heavy damage to the commune because the water rose too quickly in the early morning, people did not have time to react. This time, when we saw the rain getting heavier and heavier, the red water carrying rocks and soil from upstream, we decided to evacuate early to minimize damage. Since the beginning of the year, people have had to flee the flood 4 times, living in a state of anxiety every time it rained." From the evening of September 29 to the early morning of September 30, more than 120 households with hundreds of people living in the dangerous area were moved to safety.
Not only in Tuan Dao, Yen Dinh commune also fell into a similar situation when continuing to suffer the impact of storm No. 10. With experience in responding to previous floods, the commune government quickly directed the evacuation of people and essential assets (cars, motorbikes, electronic devices) to a safe place at night to protect people's lives and property.

In Nam Duong commune, from 3 a.m. on September 30, when the flood on Luc Nam river began to rise, the management board of Thu Duong village urgently assessed the situation, broadcast announcements through loudspeakers, warning low-lying areas for people to proactively evacuate. Not only the local police force, the rescue work also received timely support from Regiment 101, Division 325 (Army Corps 12). By 8 a.m., nearly 60 households in flood-risk areas had received support to transport their belongings, many households had also proactively moved in advance.
The family of Mr. Nguyen Van Doanh, Thu Duong village is one of the households facing difficulties. After many years of saving, he was able to build a house, but the project was still unfinished when the flood came. About 4 tons of cement were gathered at a low location, while the house only had elderly people and children, and it was difficult to hire a vehicle to transport it due to high demand and limited means. Fortunately, soldiers of Regiment 101, Division 325 and the Commune Police promptly supported carrying the materials to a higher place, avoiding damage. Mr. Doanh emotionally shared: "We are very touched and appreciate the help of the local government and officers and soldiers. Without you, my family would not know how to manage, and would have to let the materials be damaged."

Directly participating in supporting the people, Captain Trieu Dam Duy, Deputy Chief of Nam Duong Commune Police, said: "Hearing the forecast of complicated weather conditions, from 5 a.m., the unit mobilized 100% of officers and soldiers to divide into groups to go to households in difficulty and at risk of flooding to support the movement of assets. Although working continuously under heavy rain, everyone tried their best."
The timely and responsible actions of the authorities and the solidarity of the people have contributed to minimizing damage and protecting people's lives and property.
Focus on repairing damage
Although not directly affected by storm No. 10, the storm's circulation caused heavy rains and floods from upstream, causing damage to many localities in the province, especially in communes along rivers, streams, and low-lying areas.
According to a quick report from localities, thanks to the proactive leadership of Party committees, authorities at all levels, and the dissemination of weather information and proactive response work, the floods did not cause any human casualties. However, immediately after the floods receded, the communes encountered difficulties due to infrastructure, especially traffic, irrigation, and school headquarters, which had many landslides and unsafe locations. An Lac commune alone had 14 landslides, affecting the traffic structure, intra-field canals, Le Vien Kindergarten and An Lac Primary School. Dai Son commune had 6 landslides on provincial road 291C and communal roads, affecting traffic in the area. Currently, behind Kim Son Primary School, Bien Dong commune has subsidence that needs to be repaired soon. In addition, the communes have hundreds of hectares of rice, crops, and fruit trees that have fallen, broken, and flooded.

By the afternoon of September 30, flood levels in the upstream slowly receded; water levels on the Thuong and Luc Nam rivers continued to remain high, and are forecast to remain so for the next few days.
According to comrade Nguyen Cong Huong, Deputy Director of the Department of Agriculture and Environment, due to the impact of the weather situation, the Department's leaders directly inspected, grasped the situation and directed the response to floods, requesting localities to continue to review and supplement disaster prevention and control plans close to the actual situation.

Before, during and immediately after the flood receded, the Party Committees and authorities of communes and wards promoted the spirit of solidarity, proactively and actively joined forces with functional agencies and units and the people to make efforts to respond with the highest goal of minimizing damage; ensuring the safety of people's lives and property and the State.
At the same time, we will focus on overcoming the damage, especially the damage to traffic and the environment, helping people restore production and stabilize their lives soon. For the incidents that have been detected, we request that relevant departments, branches and localities closely monitor and proactively deploy the fastest, most timely and effective handling plan.
