Aiming to turn Bac Ninh into a centrally-governed city before 2030

After nearly 2 days of taking place in an urgent, scientific , and serious spirit, with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", on the afternoon of September 30, the 1st Congress of the Bac Ninh Provincial Party Committee, term 2025-2030, was a great success.

The Congress announced the Politburo 's decisions to appoint members of the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term.

The Politburo decided that Senior Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense , ceased to participate in the Central Military Commission for the 2020-2025 term, ceased to hold the position of Deputy Minister of National Defense and related positions according to the structure; transferred, assigned, appointed to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, held the position of Secretary of the Bac Ninh Provincial Party Committee, term 2025-2030 and appointed to participate in the Party Committee of Military Region 1.

On the same day, the Politburo decided to mobilize, assign, and appoint Mr. Nguyen Van Gau, member of the Party Central Committee, Secretary of the Bac Ninh Provincial Party Committee, to join the Central Military Commission for the 2025-2030 term; Mr. Nguyen Van Gau will continue to chair the Congress until the Congress completes its contents.

The Executive Committee of the Bac Ninh Provincial Party Committee for the 2025-2030 term consists of 71 comrades; the Standing Committee of the Provincial Party Committee consists of 18 comrades. The Deputy Secretaries of the Bac Ninh Provincial Party Committee include: Nguyen Thi Huong, Nguyen Viet Oanh, and Vuong Quoc Tuan.

The Congress announced the decisions of the Politburo and the Secretariat on appointing the Bac Ninh Provincial Party Committee's Inspection Commission consisting of 14 comrades, Mr. Tran Huy Phuong as Chairman of the Provincial Party Committee's Inspection Commission and 7 Vice Chairmen; and appointed 37 official delegates and 1 alternate delegate to attend the 14th National Congress of the Party.

The Congress passed a Resolution setting out the goal of building a united, clean and strong Party Committee and political system in Bac Ninh province; rapid, comprehensive and sustainable socio-economic development; ensuring national defense and security; constantly improving and enhancing the material and spiritual life and living environment of the people; confidently advancing with the whole country in the new era of national development; making Bac Ninh a centrally-run city before 2030 and by 2045 a green, civilized city imbued with Kinh Bac cultural identity.

The Congress also set out 26 specific targets, including an average growth rate of gross regional domestic product (GRDP) in the 2026-2030 period of 11-12% per year; average GRDP per capita of 8,700-9,200 USD; growth rate of social labor productivity of 10% per year; total import-export turnover of 1,090 billion USD in the 2026-2030 period.

In the 2026-2030 period, state budget revenue will reach VND 375,700 billion, local budget expenditure will reach VND 279,000 billion; urbanization rate will reach 65%; annually, over 90% of grassroots party organizations will complete their tasks well or better; over 90% of party members will be evaluated and classified as completing their tasks well or better...

To achieve the set goals, the Congress set out 5 key tasks and 4 main groups of solutions.

The Congress identified three breakthroughs, such as improving the capacity to plan and implement public policies at the local level and participating in policy making with the Central Government to remove bottlenecks and barriers, and free up all resources for investment and development.

Along with that, the province focuses on building, training, attracting and making use of high-quality human resources, especially the team of experts in services, digital transformation, high technology, new technology, and key supporting industries; continuing to streamline the political system apparatus, ensuring effective, efficient and effective operations. At the same time, the province continues to synchronously and breakthroughly improve the construction of socio-economic infrastructure.

The Congress discussed and contributed to the draft documents to be submitted to the 14th National Party Congress, expressing confidence that the National Congress will be a great success, making the country self-reliant, developing rapidly and sustainably, realizing the goal of becoming a developing country with modern industry and high average income by 2030 and becoming a developed country with high income by 2045.

In his closing speech, Mr. Nguyen Van Gau, Secretary of the Bac Ninh Provincial Party Committee, emphasized that the approved documents are collective works, crystallization of intelligence, demonstrating the will, belief and development aspirations of the Party Committee and people in the province, determined to turn Bac Ninh into a centrally-run city before 2030.

The success of the Congress is an important premise and a great spiritual motivation to encourage the entire Party and people to promote the tradition of solidarity, grasp opportunities, overcome challenges, innovate, create, exploit potentials, create strong breakthroughs, build Bac Ninh to develop rapidly, comprehensively and firmly, contributing to the whole country's strong progress in the new era.

Immediately after the Congress, the Provincial Party Executive Committee will issue an action program to implement the Resolution; Party committees and organizations at all levels will disseminate and thoroughly understand the Resolution, promptly develop action plans, and soon put the Resolution into life.

Provincial Party Secretary Nguyen Van Gau called on Party committees at all levels, authorities, political systems, cadres, party members, soldiers of the armed forces, business community, people in the province and Bac Ninh people from all over the country to unite, join hands and be unanimous in successfully implementing the targets and tasks set out in the Congress Resolution, building a rich, civilized and modern Bac Ninh./.
