Urgently and thoroughly reorganize public service units and state-owned enterprises in the fourth quarter of 2025

(Chinhphu.vn) - Minister of Home Affairs Pham Thi Thanh Tra emphasized that the task of rearranging public service units and State-owned enterprises will be implemented synchronously, drastically, and thoroughly in the fourth quarter of 2025 to be completed in 2025, ensuring that in the coming period, the focus will be on socio-economic development and improving national and local governance capacity.

Speaking at the Government's online conference with localities in September 2025 , Minister Pham Thi Thanh Tra said that after 3 months of implementing the 2-level local government model, the Politburo and the Government initially assessed that there have been many positive changes and clear progress in all aspects.

Social management work has been strengthened; local governance efficiency has improved significantly; the staff, civil servants and public employees have gradually adapted to the new organizational model; administrative procedure settlement for people and businesses has undergone remarkable changes; at the same time, decentralization, delegation of power and division of authority between government levels have become more favorable, helping localities to be more proactive and flexible in organizing and implementing tasks.

The Minister said that difficulties and problems in the process of operating the new model, especially at the commune level, are being focused on and resolved with the highest priority.

“The results achieved are thanks to the synchronous, drastic and regular direction of the Politburo, the Secretariat, the Government and the Prime Minister, together with the efforts and strong participation of local authorities at all levels,” the Minister emphasized.

Four major groups of difficulties need to be focused on overcoming

Besides positive results, Minister Pham Thi Thanh Tra frankly pointed out some shortcomings and limitations in the process of implementing the new model.

First of all, it is about the staff, civil servants and public employees at the level. Recently, many localities have made great efforts to strengthen the provincial staff to the commune level, but in many localities, this is still a weak link.

"According to our synthesis, currently each commune has an average of about 41 cadres and civil servants. I think that such a number is not lacking. The number of commune-level civil servants who do not meet the job position in terms of expertise and profession is only about 5%, which is not large, but the important thing here is capacity, responsibility, initiative, and the ability to adapt to the operation of a two-level local government," the Minister stated.

Second, the implementation of decentralization, delegation of power, and assignment of authority still faces difficulties. Some legal documents and administrative procedures have not been adjusted in a timely manner, causing difficulties for the grassroots in the implementation process. Meanwhile, the capacity for implementation in many localities is still confused and lacks initiative.

Third, the information technology infrastructure for handling administrative procedures in many places is not yet synchronous, not yet interconnected, not yet connected, and still has "bottlenecks", especially in densely populated areas.

Fourth, the settlement of regimes and policies for officials, civil servants and public employees who quit their jobs according to Decree 178 and Decree 67 in some places is still slow. Currently, only 8/34 provinces and cities have completed it, while 26 provinces have not yet completed it. At the central level, 18/27 ministries and branches have completed this work.

"This is a task that needs attention and progress to ensure the legitimate rights of the team," the Minister emphasized.

In addition, some areas at the grassroots level such as agricultural extension and land procedure settlement still show limitations in implementation organization.

From the above practice, Minister Pham Thi Thanh Tra pointed out a number of key tasks in operating two-level local government that ministries, branches and localities need to focus on implementing from now until October 15 and throughout the fourth quarter of 2025.

First of all, closely follow the direction of the Politburo in Conclusions 192, 195; Resolution 268, Resolution 303 of the Government , to thoroughly grasp and organize serious and effective implementation.

Ministries, branches and localities need to continue reviewing and perfecting the system of legal documents related to decentralization and delegation of power , associated with cutting and simplifying administrative procedures , ensuring consistency and continuity from the central to local levels.

The Minister requested that, during the implementation process, if any problems arise, localities need to proactively make recommendations to central ministries and branches for timely resolution, properly implementing the motto " locality decides, locality acts, locality takes responsibility".

" This is a content that the Politburo is very interested in, giving specific and close instructions. The Government and the Prime Minister regularly urge. Ministries and branches need to continue to support, guide, train and foster professional skills for localities to effectively implement decentralization, delegation of power and assignment of authority," the Minister emphasized.

Strengthening provincial-level officials and civil servants to support commune-level

One of the urgent solutions mentioned by the Minister is to increase provincial-level officials and civil servants to support commune-level officials.

“Some localities such as Hai Phong, Thanh Hoa, Hanoi, Da Nang, and Ho Chi Minh City have done very well in this work, contributing to solving difficulties and improving the effectiveness of management at the grassroots level. This is a very big task, comrades need to pay attention and concentrate on regulating the team of cadres and civil servants to meet the requirements of the task,” said the Minister.

Along with that, it is necessary to invest in and upgrade facilities and information technology infrastructure , train and foster staff, civil servants and public employees, ensure connectivity, effectively serve the direction and administration work, reform administrative procedures and provide online public services.

In particular, the Minister requested that localities urgently establish public service units to provide basic, essential, multi-sector, multi-field public services at the commune level. Following the direction of the Politburo and the Prime Minister, we will have to focus on consolidating and perfecting a number of areas that are currently showing signs of difficulty and disruption, especially agricultural extension activities at the grassroots level.

Another important task. Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs is urgently completing the dossier and overall plan to reorganize public service units and state-owned enterprises , in accordance with the direction of the Politburo and Document No. 59 of the Central Steering Committee and Plan No. 130 of the Government .

“In the near future, we will submit to the Government Steering Committee to report to the competent authority, from there focus on implementing it resolutely, synchronously and thoroughly in the fourth quarter of 2025 , to complete the arrangement of public service units as well as state-owned enterprises, to streamline all this work in 2025, ensuring that in the coming period we will focus on socio-economic development, creating and strengthening national governance and local governance,” Minister Pham Thi Thanh Tra emphasized.
