Presenting a paper with the topic: "Solutions to promote the exemplary role of cadres and party members, especially leaders and key cadres at all levels, contributing to building a clean and strong Party and political system", delegate Nguyen Tai Tue, Deputy Secretary of the Party Committee of the city's Party agencies, emphasized that in the context of Hue entering a new development stage, building the Party from the root continues to be the key foundation. An organization is only truly stable when the leader is exemplary, key cadres are pioneers and each party member maintains exemplary qualities.

The Party Committee of the City Party Committee is a special Party Committee, gathering a team of strategic staff for the City Party Committee in many key areas: organization, inspection, mass mobilization, propaganda, internal affairs, etc. This is a force with political mettle, deep expertise and plays a very important role in the political system. Therefore, setting an example is not only an educational method, but also a measure of the quality and responsibility of cadres.

In recent times, promoting exemplary behavior has been realized through practical actions: 100% of leaders have committed to setting an example in line with their duties; self-criticism and criticism have been carried out seriously in the spirit of Resolution 4 of the Central Committee; leadership style has been innovated towards being closer to the people and closer to reality; digital transformation has been promoted in work management. Practice shows that wherever the leader is truly exemplary, dedicated and creative, there is a clear change, creating widespread trust in the collective.

To further promote in the coming term, delegate Nguyen Tai Tue proposed 6 key groups of solutions. First, set an example in innovative thinking and pioneering action, dare to think, dare to do, dare to take responsibility. Second, institutionalize and control the responsibility of setting an example by using a system of criteria for evaluating cadres, closely linking rewards and discipline. Third, build a culture of setting an example in the entire Party, taking the four pillars of Responsibility - Discipline - Exemplary - Efficiency as the foundation. Fourth, take the lead in digital transformation and administrative reform, taking efficiency as a measure. Fifth, protect and encourage cadres who dare to think, dare to do, dare to fight for the common good. And sixth, promote communication, spread advanced examples, and replicate the movement "Good people, good deeds".

"Promoting the role of setting an example is not only a political requirement, but also the honor of cadres and party members," Mr. Nguyen Tai Tue emphasized.

Building safe, friendly and happy destinations

At the Congress, representatives of the city's police force presented a speech with the topic: "Strengthening measures to ensure security and order to build Hue city as a safe, friendly and happy destination".

According to Deputy Director of the City Police Duong Van Thoan, in the 2020 - 2025 term, in the context of global security with many unpredictable fluctuations, the city police force has proactively forecasted and promptly handled many complicated issues, from national security to non-traditional security such as natural disasters, epidemics, and cyber security. Hue police have fought fiercely, reduced crime, quickly investigated and solved serious crimes, maintained discipline and peace for the people.

In particular, state management of security and order associated with administrative reform and digital transformation has achieved many positive changes; the apparatus has been streamlined in the direction of "increasing the base, reducing intermediaries", creating consensus and high appreciation from the people.

Entering the new term 2025 - 2030, the security and order situation will face many difficulties, especially non-traditional threats, high-tech crimes, and crimes hiding under the guise of open mechanisms. Faced with that reality, the City Police identified 8 key task groups.

First of all, continue to thoroughly grasp the Resolution of the 17th City Party Congress and the Resolution of the Central Public Security Party Congress, thereby fundamentally innovating the method of leading public security work. At the same time, improve the quality of consulting and recommending the improvement of institutions, policies and laws on ensuring security and order in the new situation.

One task emphasized is the determination to turn Hue into a “drug-free city” by 2030, contributing to strengthening the trust of residents and tourists in a peaceful and livable heritage city. Along with that is building a digital map of population, business and infrastructure data to serve social management; researching a set of security and safety indicators for residents and businesses to serve as a basis for planning development solutions.

In the direction of cooperation, the City Police continue to cooperate with international partners, and at the same time expand new relationships when conditions permit, contributing to ensuring security early and from afar.

Comprehensive human development, rich in identity

Speaking at the Congress, delegate Nguyen Tan, Director of the Department of Education and Training, emphasized: Hue education is entering a new phase with many opportunities and challenges, but the consistent goal is still to develop comprehensive human resources, nurture Hue's cultural identity, and at the same time strongly integrate with the region and the world.

Delegate Nguyen Tan said that Hue currently has nearly 80% of schools meeting national standards - a number higher than the average of many localities; the quality of general education has been among the top in the country for many years. Hue students have not only won many international Olympic medals but also made their mark in domestic intellectual playgrounds such as "Road to Olympia". Hue University continues to maintain its position in the group of 350 leading schools in Asia. "These are proud results, but also put us before the requirement of more comprehensive and stronger innovation", he said.

According to him, if these limitations are not overcome, they will hinder the process of integration and sustainable development.

To realize the goal, the Director of the Department of Education and Training proposed six groups of solutions: Comprehensive education innovation, focusing on cultivating the values ​​of Hue people: sophistication, studiousness, kindness, tolerance. Developing vocational education associated with local strengths such as tourism, healthcare, cultural industry, AI. Elevating Hue University to a National University, focusing on key industries. Promoting digital transformation, applying artificial intelligence in teaching and management. Linking education with Hue cultural heritage, turning heritage into open classrooms. Strengthening international cooperation, promoting the brand "Hue - city of education, culture, heritage".

“By being steadfast with this goal, we not only train high-quality human resources for Hue and the whole country, but also contribute to spreading the good values ​​of Hue culture and Vietnamese people to the world,” delegate Nguyen Tan affirmed.

Specialized and far-reaching healthcare

In his speech at the Congress, delegate Pham Nhu Hiep, Director of Hue Central Hospital, affirmed: The goal of building Hue into a specialized medical center of the Southeast Asian region is completely feasible if we know how to promote the core role of Hue Central Hospital and the city's health system in his speech.

Prof. Pham Nhu Hiep said that with more than 130 years of establishment and development, Hue Central Hospital currently has a scale of 5,500 beds, 3 facilities, receiving over 1 million patients each year and performing more than 1.6 million surgeries and procedures. The hospital is leading the country in many advanced techniques such as organ transplantation, stem cell transplantation, cardiovascular, oncology, stroke... and is one of three hospitals selected by the Government to invest in a modern, world-class Proton Radiotherapy Center.

Over the years, Hue Central Hospital has established cooperative relationships with 23 countries and 50 international organizations, transferring many advanced techniques to hospitals in the country and the ASEAN region. Along with that, preventive medicine, grassroots network and the development of private health care have helped Hue achieve a health insurance coverage rate of 99.35% of the population, the index of hospital beds and doctors per 10,000 people is among the highest in the country.

According to Prof. Dr. Pham Nhu Hiep, to achieve the goal by 2030, Hue needs to focus on building a “smart medical city” ecosystem, connecting hospitals – universities – research institutes – businesses, developing medical tourism models, combined with treatment and relaxation. Along with that is a strategy to attract high-quality human resources, promote digital transformation, apply artificial intelligence and expand international cooperation.

“With the attention and direction of the Central Government and the determination of the medical team, we can completely affirm the Hue brand - a specialized medical center of Southeast Asia, both taking care of people's health and promoting socio-economic development,” Mr. Hiep emphasized.

Fostering social consensus and promoting the spirit of great solidarity

Presenting her speech, Member of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the city Nguyen Thi Ai Van affirmed: National solidarity is always an invincible strength, a solid foundation for the political system. In the context of Hue entering a new phase, the task of the Fatherland Front is to continue to innovate the content and methods of operation, promote the central role of solidarity, create social consensus, and contribute to building a sustainable city.

According to Ms. Nguyen Thi Ai Van, in recent years, the Fatherland Front at all levels has demonstrated its role as a "bridge" through many practical activities. Movements such as "Green Sunday", "Families and villages without poor households", "All people unite to build new rural areas and civilized urban areas" or "Vietnamese people prioritize using Vietnamese goods" are all closely linked to people's lives. As a result, during the past term, the city mobilized nearly 700 billion VND for social security, built more than 3,000 solidarity houses, supported tens of thousands of poor households, contributing to reducing the poverty rate of the whole city to 1.15%. This is clear evidence that when the Party's will is in harmony with the people's will, all policies become practical actions.

In particular, in the process of arranging administrative units and switching to a two-tier government model from July 1, 2025, the City Front has proactively restructured the organization, reducing the number of departments by 57% but improving operational efficiency. "Streamlining the apparatus is not only to reduce focal points, but more importantly, to be stronger in action, closer to the people, closer to the grassroots" - Ms. Ai Van emphasized.

A highlight in the innovation of operating methods is the application of information technology, adapting the Front to the digital society. Online forums, channels for receiving feedback from the grassroots, and initiatives such as "Digital Popular Education" have helped the Front get closer to the people, while also guiding public opinion and strengthening people's trust.

In the coming term, the City Fatherland Front aims to continue implementing grassroots democracy according to the motto "people know, people discuss, people do, people inspect, people benefit". People will not only be the object of mobilization but also become creative subjects, participating in contributing to all policies and strategies. Along with that, the Front will improve the quality of social criticism, mobilize a team of experts and scientists so that all decisions are close to reality and in line with the people's wishes.

“Social consensus must become an endogenous force for Hue to develop quickly and sustainably. To do so, the Front must innovate to be closer to the people, listen more, reflect more honestly, and work with the people to turn development aspirations into reality,” Ms. Ai Van emphasized.
