When the European Parliament 'declared war' on Hungary

This resolution has no binding legal force within the EU, nor on the European Commission and the European Council, nor on Hungary. Nevertheless, it is a strong blow to Hungary's reputation and prestige and a demonstration of the EU's authority (through the EP) over the European Commission and the European Council. The resolution is tantamount to a "declaration of war" by the EP against Hungary.
