Issue a plan to organize groundbreaking ceremonies for projects to celebrate the Capital Liberation Day

The Hanoi People's Committee has implemented a plan to organize groundbreaking ceremonies at 8 locations, assigning specific tasks to departments, branches and localities. The event will have the participation of leaders, people and press agencies, aiming to celebrate the Capital Liberation Day and major political events.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed Plan No. 264/KH-UBND dated September 26, 2025 on organizing the groundbreaking ceremony of projects on the occasion of the Capital Liberation Day (October 10, 1954 - October 10, 2025). This is an activity of profound political and social significance, demonstrating Hanoi's determination in developing infrastructure, urban areas and preparing for upcoming important political events.

As planned, the groundbreaking ceremony will take place from October 4 to 10, 2025 at 8 locations in the city. The event will be attended by central leaders, city leaders, representatives of departments, branches, construction units, consultants and a large community. Many central and city press agencies such as Vietnam Television, Hanoi Radio and Television, and the City's Center for Communications, Data and Digital Technology will also accompany the news.

The City People's Committee requires project owners and investors to complete procedures related to investment, land, and construction to meet the groundbreaking schedule. Units must coordinate with the City People's Committee Office in agreeing on the guest list, issuing invitations, preparing documentaries, and organizing events, and at the same time take full responsibility for the activities undertaken by their units.

The City People's Committee Office assigned the Center for Communications, Data and Digital Technology to coordinate with Hanoi Radio and Television to carry out communication work before, during and after the event, and at the same time develop press releases and other communication products to serve the program.

Along with that, departments such as Construction, Industry and Trade, Agriculture and Rural Development, Natural Resources and Environment, and Health are assigned to coordinate with the People's Committees of communes, wards, and related units to ensure technical infrastructure at the event locations: from electricity, water, environmental sanitation, traffic safety and order, parking lots, traffic flow, to landscape decoration with flowers and trees. Health care is also focused on, ensuring the health and safety of delegates and people participating before, during, and after the groundbreaking ceremony.

The People's Committees of communes and wards where the event will be held, such as Phu Luong, Duong Noi, Hong Ha, Cua Nam, Bo De, Thien Loc, Long Bien, Xuan Dinh, Dong Ngac, Thuong Cat, Tay Ho, Cau Giay, Ba Dinh, Hoan Kiem, Hai Ba Trung, Ngoc Ha, Nghia Do, Giang Vo, Lang, Yen Hoa, Dong Da, Thanh Xuan, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet, are assigned to coordinate in preparing the site, ensuring security, order, and environmental sanitation, arranging parking lots, and welcoming delegates and people.

The city police are responsible for coordinating with functional units to ensure absolute security and safety for the event. Meanwhile, Hanoi Radio and Television will coordinate with investors, the Center for Communications, Data and Digital Technology to prepare documentaries, video clips and press releases for the groundbreaking ceremony.

In addition, Hanoi Electricity Corporation has also assigned local electricity agencies to coordinate to ensure stable power supply for the entire program.

Plan No. 264/KH-UBND shows the comprehensive, synchronous preparation and high determination of Hanoi city, aiming to successfully organize the groundbreaking ceremony of key projects. This event is not only an occasion to celebrate the historical day of the Capital but also affirms the spirit of innovation, development and integration, contributing to creating a vibrant competitive atmosphere before the important political events of the Party and the country.
