Streamlining the apparatus, changing the service mindset
The process of merging provincial-level administrative units entails the need to reorganize the State Treasury (KBNN) apparatus. From July 1, 2025, the KBNN system will officially reorganize its apparatus according to the new administrative boundaries after the merger. 20 regional KBNNs will be reorganized to correspond to provincial-level administrative units, ensuring that budget management is convenient, flexible and suitable to local realities.
In recent times, the Treasury system has quickly stabilized its apparatus and organization; on the other hand, it has synchronously and extensively deployed many solutions to ensure smooth budget flow. In particular, the Treasury system has focused on simplifying procedures, shortening processing time; applying information technology; controlling expenditures flexibly but strictly; innovating service style, taking customers as the center of service...
At the State Treasury of Region XVI (headquartered in Lam Dong province), the unit has publicized procedures and time for processing documents at transaction offices; increased the reception and handling of feedback from the grassroots; organized training on communication skills and service attitudes for staff; and at the same time promoted policy dissemination via electronic channels. With the mindset of "serving" instead of "managing", these specific actions not only improve the quality of public services, but also strengthen the trust and satisfaction of organizations and individuals with the treasury system.

The State Treasury of Region VII (headquartered in Thai Nguyen ) is also a typical example of reform. The unit has reviewed and simplified processes, minimized paperwork, and shortened the time for processing records. Thanks to the implementation of online public services and electronic transactions, the activities of controlling expenditures, payments, and disbursements of the state budget have become increasingly transparent, timely, and convenient. In particular, during the transition to a two-level local government model, the State Treasury of Region VII promptly coordinated with the Department of Finance to temporarily provide budget estimates, ensuring full payment of salaries, allowances, and social security. Treasury staff also directly guided newly merged communes, wards, and towns to open accounts, conduct transactions, and quickly stabilize revenue and expenditure activities.
Digital technology creates breakthroughs, supports stable infrastructure
Along with streamlining the organization and innovating service thinking, the State Treasury system identifies information technology as a lever in the reform process.
At the State Treasury of Region XIV (headquartered in Khanh Hoa), immediately after its establishment, the unit focused on stabilizing the organization so that its operations would not be interrupted. Technological solutions were deployed synchronously: opening accounts, entering budget estimates, and payment orders on the TABMIS system; promoting electronic transactions and cashless payments; and monitoring records online. Thanks to that, procedures were processed quickly and transparently, significantly reducing waiting time, creating convenience for budget-using units and the people.
Looking back at the process of restructuring the apparatus, it can be seen that the entire State Treasury system has been thoroughly prepared for the transition process. Detailed guidance documents on opening accounts, registering transaction signatures, making advances and entering commune budget estimates have been issued early. Regional State Treasuries not only ensure the continuous payment and control of budget expenditures, but also become an effective bridge between government levels in implementing estimates, opening accounts and guiding financial and budgetary transaction processes according to the new management model. That initiative has helped many localities quickly stabilize their organizational apparatus, while maintaining revenue and expenditure discipline during the transition period.
Accompanying the local authorities, the regional State Treasuries promptly received and resolved 100% of the support requests from budget-using units, removed arising obstacles, and ensured smooth operations on information technology systems. At the same time, the State Treasuries also stepped up support for units to carry out budget disbursement transactions through online public services. Thanks to that, financial and budgetary activities in localities after the merger took place stably and without interruption.
The Government has just issued Resolution No. 303/NQ-CP on solutions for effective implementation of two-level local government according to the Conclusion of the Politburo and the Secretariat; in which it was unanimously assessed that after 3 months of implementing the operation of two-level local government, it has basically met the set goals and achieved positive results, contributing to improving the effectiveness and efficiency of operations, creating favorable conditions for people, organizations and businesses in the area; contributing to this achievement are the efforts of the State Treasury system.
