To implement the requirement to complete retirement benefits payment according to Decree 178/2024/ND-CP before October 15, 2025, the State Treasury system has mobilized human resources, working without holidays or weekends; consulting and removing legal obstacles; completing 100% of opening of spending accounts at the State Treasury; promoting administrative procedure reform and digitalization application.
As of 12:00 on October 9, 2025, according to the report of the Ministry of Home Affairs , there are still 14,496 people who have decided to retire under Decree 178/2024/ND-CP that have not been paid, including some units that have just been supplemented by competent authorities. Relevant agencies are urgently completing documents and transferring them to the State Treasury for payment as soon as possible.
The State Treasury is the unit that performs the final procedures of the payment process, and the above payment and disbursement operations can only be performed after the complete list of beneficiaries and budget estimates have been entered into the TABMIS system.
Treasury units are ready to immediately support budget-using units, from the entry and allocation of budget estimates on the TABMIS system, as well as checking records and making payments to beneficiaries as soon as the units transfer records to the Treasury.
According to the State Treasury, 100% of units using commune-level budgets nationwide have opened accounts at the State Treasury to serve the payment of regimes.
99.5% of payment records are processed via online public services, ensuring speed and transparency.
