Hung Yen, after the merger between Hung Yen province (old) and Thai Binh province, has created a new position and strength. The 1st Provincial Party Congress has a particularly important historical significance, requiring thinking and vision to identify the position and strength in a new development space, new opportunities to plan development strategies for the next 5 years and the following years.

Space, the new growth engine

After the merger, Hung Yen province has a natural area of ​​over 2,500 ^km2 and a population of over 3.5 million people. Hung Yen is geographically adjacent to the capital Hanoi, in the fast-growing, dynamic Red River Delta, the Northern key economic zone, the Hanoi - Hai Phong - Quang Ninh growth triangle, with advantages of the sea, synchronously developed transport infrastructure, high connectivity, and potential for land and labor. Comrade Hoang Van Thinh, former member of the Provincial Party Standing Committee, former Head of the Provincial Party Committee's Mass Mobilization Commission, commented: Hung Yen has never been as favorable as it is today. The former Hai Hung province, later Hung Yen (old) was surrounded by the Red River and Luoc River. Although it was built up with fertile alluvium, it hindered the development pole to the South due to traffic restrictions. In 1995, Trieu Duong bridge on National Highway 39A was built, spanning the Luoc River, connecting Tien Lu district (old Hung Yen) with Hung Ha district (old Thai Binh ). In 2004, Yen Lenh bridge spanning the Red River, connecting the two provinces of Ha Nam (old) and Hung Yen (old) was inaugurated, helping Hung Yen break the "isolation" situation, connecting Hung Yen's traffic with other provinces and cities in the region more conveniently, promoting the development of the province's economy. The removal of the administrative boundary between the two provinces of Hung Yen (old) and Thai Binh first of all formed a large domestic market, creating advantages in scale for the production, service and consumption sectors. Moreover, it is a strategic combination of mutual support, adding strength, power, creating new momentum and open development space.

Having similar goals, before the merger, Hung Yen and Thai Binh provinces established and submitted to the Prime Minister for approval the Provincial Planning for the period 2021 - 2030, with a vision to 2050. In particular, the goal of Hung Yen province (old) is to become a modern industrial province, with an economic scale and development level in the leading group of the country; Thai Binh province aims to be one of the industrial development centers of the Red River Delta. The merger of the two provinces is a resonance of strengths, complementing each other in terms of goals and shortcomings to become a new driving force for development. In the period 2021 - 2025, the whole province will have 8 newly established industrial parks and a number of industrial parks will be allowed to expand; 26 industrial clusters will be established. By the end of June 2025, Hung Yen province had 1 economic zone, 23 industrial parks established with a total area of ​​5,891.4 hectares, occupancy rate of 64.9%; 74 industrial clusters were established with a total area of ​​3,931.2 hectares, of which 34 industrial clusters were in operation.

Up to now, the province has planned 7 expressways, 12 national highways, 57 provincial roads, 5 railways and 43 important bridges, especially 5 large bridges across the Red River connecting with the capital Hanoi. Many key and important traffic works and projects have been invested in construction, renovation and upgrading in the past 5 years. Wherever traffic goes, space opens up. This is an important highlight to create breakthrough development, change the appearance and capacity of the province's socio-economic infrastructure, create a corridor to welcome the wave of investment, add competitive advantages to attract capital, create development momentum to regions in the area.

Identify opportunities, open new paths

The draft Political Report submitted to the 1st Provincial Party Congress clearly stated the guiding viewpoint: Ensure the resolution of relationships in development, especially between development and stability: Take development for stability, take stability for faster and more sustainable development. Proactively identify early, quickly take advantage of all advantages and opportunities, overcome all difficulties and challenges to continue to develop quickly and sustainably; closely connect and synchronously deploy strategic tasks. Reality has affirmed that people's lives have never been as improved as today, the political system is strong and consolidated, the people's situation is stable. Along with other conditions, these are factors that create favorable opportunities for Hung Yen to act, start a new journey with the aspiration to reach far and high. The Central Government has had pillars in national development. Hung Yen needs to stick to the pillars, effectively operate the 2-level local government model, quickly absorb the development of science and technology, skillfully apply it to real conditions, take shortcuts, and use new positions and strengths as a springboard to create momentum to accelerate and take off.

With the goal of rapid and comprehensive sustainable development, Hung Yen province relies on the following main pillars: Developing modern industry, applying high technology, using resources and labor economically and being environmentally friendly on the basis of creating a synchronous industrial ecosystem; Developing clean, ecological agriculture, applying high technology, large-scale production, high added value; Strongly developing a modern, smart urban system, developing urban economy and high-quality services, trade and tourism; Developing clean energy, soon turning Hung Yen into an energy center of the Red River Delta; Developing marine economy with a multi-sector free economic zone model on the basis of converting existing economic zones associated with sea reclamation into centers for research, application, technology development, high-tech industrial production, new energy, transportation services, logistics, seaports, airports, coastal resort urban areas, entertainment; is a gathering place of large corporations and enterprises playing key roles in global supply chains, forming a growth pole of the Red River Delta and the North of the country.

At the 6th National Party Congress, when setting out the renovation policy, the Party started with the innovation of thinking, “first of all, economic thinking”. The result of the renovation is that “our country has never had such a foundation, potential, position and international prestige as today”. After nearly 40 years, a historic revolution of the nation has continued. Not outside of that cycle, Hung Yen is ready with the best conditions in terms of intelligence, strength, solidarity, unity, creativity and action to unleash potential into achievements, together with the whole country to realize the aspiration to develop a prosperous and happy country.
