According to the Traffic Construction Investment Project Management Board (Traffic Board, investor), the Duong Quang Ham Street expansion project has a total length of about 2.5km, connecting from Binh Thanh district to Go Vap Cultural Park.
To date, the first section of the project adjacent to the railway (section passing through Binh Thanh district) is almost completed. Contractors are focusing on constructing the drainage system and widening the road surface within the area of land handover.
However, the contractor still faces some difficulties and problems due to the existing medium and low voltage grid that has not been recovered, affecting the project's completion progress.
The Traffic Department requested the electricity company to urgently install underground cables within the area where the sewers and technical tanks have been handed over before November 25 to have time to lay asphalt concrete on the road surface and pave the sidewalks within the area that does not obstruct the site.

On October 30, speaking with Giao Thong Newspaper reporters, Mr. Tran Dien Anh, Deputy Director of the Ho Chi Minh City Power Distribution Grid Project Management Board (Ho Chi Minh City Power Corporation) said that for the Duong Quang Ham road project, the unit cannot complete the relocation and undergrounding of the power system in 2024.
According to Mr. Anh, in principle, only when the site is handed over to the electricity company can the unit start pulling cables and construction. This process takes about 6 months, so it will not be completed until the second quarter of 2025.
Mr. Anh emphasized that electricity construction is not like road construction. The power line must be connected to the route; it cannot be done in a way that has a clear path. The underground grid, wire transfer - switching to underground wire, in addition, cannot be cut off continuously because it must provide electricity for people to use.

"Currently, the first difficulty is that the site is not yet completed and has not been handed over; second, the procurement of electrical equipment from abroad needs to follow procedures and bidding, and it will take until the end of the year to have enough electrical materials. For example, Tan Ky Tan Quy road, we received the site in June 2024 and will not be able to complete it until November 15. Only after the road is completed can the electrical part be done, it is impossible to complete the electrical part right after the road is completed," Mr. Anh said.
It is known that the electricity department is currently coordinating with the contractor to bury the pipes and cables as the road construction progresses; ensuring that after the asphalt road is completed, it will not be dug up to bury the electricity.
After the road section is completed, the city's electricity company will install equipment to convert the grid from medium voltage to low voltage.
Recently, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung inspected the Duong Quang Ham Street expansion project. The City People's Committee leader requested the Ho Chi Minh City Electricity Corporation to study the relocation plan as soon as possible to hand over the site to the Traffic Department so that the road can be opened to traffic by the end of 2024 as planned.
Up to now, Go Vap District People's Committee has handed over the site to the Traffic Department in 388/425 cases, 37 cases have not been handed over, with a total length of about 590m that has not been constructed.
The People's Committee of Go Vap District has reviewed and issued a decision to arrange resettlement land for households. At the same time, it coordinated with the Center for Housing Management and Construction Inspection to sign resettlement contracts for 25 cases; hand over land to 24 cases...
All households that have not received money or handed over the premises have been contacted and all have agreed to receive money and committed to handing over the premises.
