As reported, on the night of September 29 and the early morning of September 30, at the construction site of the Dong Dang - Tra Linh Expressway Project, Duc Long Commune, a flash flood occurred, injuring two people and leaving three missing. Immediately after receiving the information, the Provincial Civil Defense Command directed the establishment of a Command Center at the scene, directly commanded by Vice Chairman of the Provincial People's Committee Hoang Van Thach; assigned the Provincial Military Command to preside over and coordinate with the Provincial Police to direct forces to urgently search for the missing victims swept away by the flood.

At about 8:10 a.m. on October 1, search and rescue forces found the body of a man about 2km from the flash flood site. Initial information identified the victim as Ly Le Anh Tu, born in 2002, from Thai Nguyen province.
