Proposal to separate medical equipment investment into independent projects

According to the Quang Nam Construction Investment Project Management Board, on June 27, 2024, the Provincial People's Committee decided to establish a council and a working group to assist in selecting the configuration of medical machinery and equipment of great value, complex configuration, and requiring high expertise.

The Management Board is coordinating with the Department of Health and relevant parties to assign specific staff to participate in the council and working group in accordance with the nature of the medical equipment bidding package of each project.

The appraisal, approval and implementation of projects involving medical equipment will encounter many difficulties when the management board leader is the chairman of the council.

Mr. Huynh Xuan Son - Director of Quang Nam Construction Investment Project Management Board said that choosing equipment configurations to ensure that there are many suppliers of a product to be purchased is beyond the professional capacity of the investor.

The Construction Investment Project Management Board recommends that in the coming time, the Provincial People's Committee will allow construction investment projects for hospitals and medical centers with high-value medical equipment and complex configurations, requiring high expertise, to be separated into independent medical equipment investment projects.

“Independent projects will be assigned to the using unit as the investor, and at the same time, the health sector leader will be assigned as the chairman of the scientific council to select the medical equipment configuration for these projects, such as the Project to renovate and upgrade Quang Nam General Hospital,” said Mr. Son.

According to statistics from the Department of Health, the Quang Nam Construction Investment Project Management Board is implementing 9 projects/works in the health sector; of which 7 works will transfer construction work to 2024 and 2 projects are preparing for investment, expected to start construction in 2024 - 2025.

In addition, this unit is the investor of two health projects under the Socio-Economic Recovery and Development Program, which will end their final term at the end of this year. These are the investment project to build, upgrade, and renovate 5 district-level health centers and the investment project to build, upgrade, renovate, and purchase equipment for 76 commune-level health stations in Quang Nam.
