Human resource development - the key to specialized medicine

Improving the quality of human resources is one of the three pillars for Da Nang to become the core of a specialized medical center in the Central Highlands region.

Medical human resources are an important "link" contributing to improving people's health care services, ensuring the goals of a fair and modern health system, and all people benefiting in the spirit of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health".

Specialist pressure

Entering the emergency room of Da Nang Hospital, it is not difficult to see crowded patients and their relatives sitting in the hallway. At Da Nang Oncology Hospital, the waiting rows are full of people, many patients from Quang Ngai and even Quang Tri traveled hundreds of kilometers to come. A similar situation also occurs at the Maternity and Pediatrics Hospital.

Da Nang's major hospitals are all under pressure from overload, especially in specialized departments such as interventional cardiology, oncology, emergency resuscitation, neurology, obstetrics and pediatrics. This is partly explained by the fact that the human resources of these departments are still low, while the demand throughout the Central Highlands has skyrocketed. According to statistics from the Da Nang Department of Health, the number of specialized doctors currently only meets about 50-60% of the actual demand. The team of leading doctors is mainly concentrated in a few large hospitals.

Voters in Da Nang City have reported that some public hospitals are overloaded with beds, especially during seasonal epidemics. Representatives of the Da Nang Department of Health explained that the main reason for this situation is that the number of patients in some departments exceeds the capacity of the approved number of beds in the health insurance plan, putting pressure on the treatment system.

Mr. Nguyen Thanh Hung, Director of Da Nang Oncology Hospital, said that the hospital currently has more than 600 doctors, nurses, technicians, pharmacists and support staff. The team of doctors are well-trained and specialized in the field of cancer treatment, basically meeting the needs of medical examination and treatment. However, to achieve the goal of long-term development, the hospital continues to have plans to add high-quality human resources.

According to Mr. Hung, the number of patients coming for cancer examination and treatment has increased steadily over the years, while the assigned target is 650 hospital beds, many times the actual number exceeds 1,000.

This leads to overcrowding, lack of beds and facilities that cannot meet demand. Infrastructure and medical equipment also need to be renovated synchronously, adding more inpatient treatment blocks and upgrading existing facilities. In particular, the hospital needs to invest in more specialized cancer treatment machines and equipment to limit the need for patients to be transferred to other facilities and to keep up with the development of advanced treatment techniques in the world.

Attracting medical personnel

One of the key tasks stated in Resolution 72-NQ/TW of the Politburo is to develop health human resources to ensure uniformity in quantity, quality and structure. The Resolution also emphasizes the drastic and effective implementation of the Project on training and fostering doctors to create a source for commune-level health stations, especially for communes in remote, isolated, disadvantaged, border and island areas.

With the orientation of building a strong multidisciplinary and specialized system, over the past time, the network of medical examination and treatment facilities in Da Nang has been gradually improved in terms of infrastructure, equipment, and human resource development to meet the scale of 74 hospital beds/10,000 people (20.8 doctors; 31.19 nurses; 3.15 pharmacists/10,000 people, achieving and exceeding the target of the Ministry of Health in 2025, data of the first quarter of 2025).

A representative of the Da Nang Department of Health said that the health sector of the two localities of Quang Nam and Da Nang before the merger had proactively implemented many solutions from human resource development, training and improving qualifications, to professional development, acquiring and learning new techniques and methods in the region and in the world. The health sector's human resources have made significant progress in quantity and quality.

Doctors under the project to attract and develop high-quality human resources have been accepted to work at public health agencies and facilities in the area. Particularly in Da Nang city (old), as of March 2025, after two years of implementing Resolution No. 95/2022/NQ-HDND, the Da Nang Department of Health recruited 23 general practitioners to work at public health facilities.

After the merger, Da Nang has the opportunity to build a stronger regional health system. However, the shortage of specialized human resources is a reality that must be faced. This is a problem that cannot be solved overnight.

Solutions such as strengthening training, rotation, and having policies to retain talent in public facilities need to be considered. The allocation of medical human resources should also be considered as a strategic priority. In addition, focusing on training a team of high-quality doctors and medical staff through cooperation with universities, medical organizations, and large hospitals at home and abroad is one of the factors contributing to making Da Nang the core of a regional medical center.
