Private economy - the driving force to turn Ninh Binh into a centrally-governed city

In recent years, under the leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee; and the unceasing efforts of the business community and all classes of people, the province's economy has increasingly developed, achieving many comprehensive results. Ninh Binh has been rising to become a bright spot in the economic development of the Red River Delta region, creating a solid foundation for the goal of becoming a centrally-run city by 2030.

Expanding development space for the private economy

After the merger, Ninh Binh province is carrying a new mission and a new position, being the "dynamism axis of the region", both an ecological and cultural logistics and a locomotive for industrial growth and innovation, together with Hai Phong - Quang Ninh - Hanoi forming a new "development quadrilateral" of the region. The scale of the province's economy is currently over 352 trillion VND, the state budget revenue is over 75,200 billion VND, the average growth rate in the period 2020-2025 is 9.26%/year.

In particular, the private economic sector has developed strongly, with more than 23,500 enterprises in operation, including nearly 1,000 large enterprises with charter capital of over 100 billion VND. Many typical enterprises such as Thanh Cong Group , Xuan Truong Private Enterprise, Xuan Thanh Group, Xuan Thien Group, Vissai Ninh Binh Joint Stock Company... have demonstrated their leading role in production, business, export, tourism, making important contributions to the growth, socio-economic development, increasing budget revenue, creating jobs and implementing social security policies of the province.

Not only making an important contribution to the local budget, the private economic sector is also an important force in creating jobs, stabilizing the lives of tens of thousands of workers, and taking the lead in social security activities. According to statistics, revenue from private enterprises accounts for more than 50% of the province's total state budget revenue, affirming the great role of this sector in the local economic structure. Mr. Nguyen Xuan Thanh, Chairman of the Provincial Business Association, Chairman of Xuan Thanh Group, shared: "Ninh Binh's private economy has been demonstrating strong vitality with the spirit of creativity, self-reliance and social responsibility. We are deeply aware that the development of enterprises cannot be separated from the development of the province, so we always determine to accompany the government in every stage of innovation".

The impressive results of the private economic sector in recent times come from the timely, drastic and effective accompaniment, understanding, sharing of Party committees and authorities at all levels. Many mechanisms and policies have been issued and implemented synchronously, creating an open and transparent business environment, ensuring freedom of business and fair competition among economic sectors. In 2025 alone, a series of important programs and policies were implemented by the Party and State to consolidate the foundation for the development of the private economy. These include four particularly important resolutions of the Politburo (also known as the "strategic quartet"), including the following resolutions: Resolution No. 57 on breakthroughs in science and technology development, innovation, digital transformation; Resolution No. 59 on international integration in the new situation; Resolution No. 66 on innovation in law-making and enforcement; Resolution No. 68 on private economic development to innovate and develop the country's socio-economy.

The planning of Ninh Binh province to 2030, with a vision to 2050, has been approved on schedule, clearly defining the space for production and business development, creating an important legal basis for businesses to stabilize their investments and expand their scale. Three dynamic economic zones are being clearly formed, including: Political - administrative - heritage tourism center; High-tech industrial - education and training center; Coastal industrial - logistics center. Each zone has its own strengths, is highly connected, creating conditions for private enterprises to expand production, diversify industries, increase regional linkages and improve competitiveness. On the basis of that planning, businesses have proactively reviewed their capacity, assessed opportunities, promptly proposed suitable projects and accelerated implementation progress.

Along with planning, administrative reform programs, digital transformation and perfecting market economic institutions are being vigorously implemented, aiming to build a "serving" government instead of a "managing" one. Reviewing and eliminating unnecessary business conditions and minimizing administrative procedures help businesses reduce legal compliance costs and shorten the time to access investment opportunities.

Along with that, the province focuses on building fair, transparent, non-discriminatory policies between economic sectors, creating conditions for the private economy to develop in the right direction. The political system at all levels also actively diversifies investment capital sources, encourages links between businesses and training institutions to improve the quality of human resources, a factor considered the "key" to sustainable development in the new era.

Arouse faith and desire for development

Comrade Mai Van Quyet, Member of the Provincial Party Standing Committee, Director of the Department of Finance, commented: "With the goal of developing the private economy as an important driving force of Ninh Binh province in particular and the national economy in general; being a pioneer in developing science and technology, innovation and digital transformation, contributing to the successful implementation of the goals of Resolution No. 57-NQ/TW of the Politburo and the Party's policies and guidelines, Ninh Binh always identifies enterprises as companions, as central factors in the cause of local socio-economic development".

To create the best conditions for the private economic sector, Ninh Binh is focusing on completing a synchronous and modern infrastructure system, considering this a strategic breakthrough in the coming period. The whole province is implementing a series of key projects such as: Coastal road through Ninh Binh, CT08 expressway, Nam Dinh - Lac Quan - Coastal road, Day river overpass, Van Hanh Canal - Road project, Phu Thu intersection and National Highway 1A, Ninh Co Economic Zone... Focusing on investing in synchronous and modern infrastructure is an important premise for the private economy to expand its scale and promote its efficiency. When the infrastructure is completed, investment capital will be unblocked, production costs will be reduced, competitiveness will increase, which is the basis for Ninh Binh to break through faster and stronger in the coming period.

In addition, the province also focuses on mobilizing financial resources from the people, considering this a stable source of capital to serve development. By mid-2025, the total mobilized capital reached 321 trillion VND, outstanding debt was more than 374 trillion VND, reflecting the great internal potential of the locality. Commercial banks in the area prioritize credit for the private sector, especially small and medium enterprises, innovative startups, green transformation and digital transformation enterprises.

The Ninh Binh Provincial Party Congress for the 2025-2030 term clearly identified: Private economic development is one of the key tasks, considering it a key driving force to achieve the goal of turning Ninh Binh into a centrally-run city by 2030. To complete that mission, the private business community must continue to strongly innovate management thinking, improve competitiveness, and build a corporate culture associated with social responsibility. With the support of the government, the participation of the Provincial Business Association and associated organizations, the private economy will have more conditions to expand its market and participate more deeply in domestic and international value chains.

From the tradition of studiousness, diligence and creativity of the people of the ancient capital, Ninh Binh businessmen today carry within themselves a greater aspiration, the aspiration to build their homeland into a center of industry, tourism and high-quality services of the Red River Delta. With the determination of the entire political system, the companionship of the government and the dedication of the business community, we believe that Ninh Binh's private economy will continue to make a strong breakthrough, making a worthy contribution to the socio-economic development of the province, gradually realizing the aspiration to build Ninh Binh into a centrally-run city: green, modern and prosperous.
