
Training grassroots cadres - the foundation of digital government
In the training courses, students have comprehensive access to basic knowledge about e- government , online public services, electronic identification, e-commerce and information security. In addition to theory, practical topics help officials master digital tools, automate work processes, and improve the efficiency of administrative document processing.
The difference in Lai Chau 's approach is that it aims to build digital transformation operational capacity right from the grassroots. Instead of just training technical skills, the program helps to form a digital governance mindset , where officials understand that data, technology and transparency are the core elements of modern government. After each training course, students become "nuclei of digital knowledge dissemination" , directly guiding people to use public services, submit online applications, or make electronic payments in daily life.
According to the leader of Lai Chau Department of Science and Technology, regular training for grassroots officials is the solution to narrow the digital gap between mountainous and urban areas , and at the same time contributes to realizing the goals of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation. Grassroots authorities become more dynamic, closer to the people, moving towards the model of "electronic government serving" , putting people at the center of all policies.
Youth - the shock force of digital society in mountainous areas
Along with training cadres, Lai Chau has built a digital transformation movement with its own unique characteristics of the youth of the highlands - "Lai Chau youth pioneering digital transformation." From urban areas to border areas, youth volunteer teams are becoming a bridge between technology and life , helping ethnic minorities access digital utilities in a close, understandable and practical way.
In many border communes such as Thu Lum and Ka Lang, youth union members directly guide people to install VNeID, use the Public Service Portal, register births online, look up records and make cashless payments. From smartphones, people can now carry out many procedures that previously required them to travel dozens of kilometers to the district center.
Not only providing support at the headquarters, Lai Chau Youth Union is also creative in communication - using Facebook, Zalo, short instructional videos, mobile speakers and visual illustrations to disseminate digital skills to each village and household. More than 1,000 people have been directly supported, thousands have been guided via social networks. In 11 border communes, 77 volunteers are on duty at public headquarters, helping people complete administrative procedures, install applications, and connect with the province's electronic services.
Mr. Ly Ca Tam, Deputy Secretary of the Thu Lum Commune Youth Union, shared: “Technology is only truly meaningful when it helps the disadvantaged. We focus on supporting the elderly, poor households, and people in remote areas so that no one is left behind in the digital transformation process.” Mr. Tam’s statement is also the common spirit of the movement: “Understanding the area - dedicated technology support.” That is how Lai Chau youth are continuing their pioneering tradition, from the years of hunger eradication and poverty reduction to today, leading the community into the digital age.
When formal training meets community youth
What is noteworthy in Lai Chau's digital transformation model is the harmonious connection between formal training and mass movements. While cadre training courses create a foundation of knowledge and capacity to operate digital government, the youth movement brings technology to every citizen , turning digital transformation into a habit of life. These two directions are not separate but complement each other , forming a "circle of digital knowledge dissemination" : The government guides the youth, the youth guides the community, the community returns to contribute data, feedback and jointly operate the digital society.
It is this resonance that has turned digital transformation in Lai Chau into a real social movement , not just a slogan or an administrative project. Every cadre, every union member, every citizen has become a link in the local digital ecosystem.
From the mountains and forests of the Northwest, the story of Lai Chau's digital transformation shows that when people are equipped with knowledge and a spirit of service, technology is no longer strange but becomes a community strength. Training classes at commune committees, youth teams in villages, all are joining the flow of modernizing the country. In the midst of that journey, Lai Chau's youth are not only "learning to know technology", but are using technology to serve the people, spreading knowledge, and creating a digital Lai Chau that is civilized, inclusive and humane.
