At the meeting, Finnish Minister of Employment Matias Marttinen said that over the past decades, Finland and Vietnam have built a strong cooperative relationship based on mutual respect, regular exchanges and close business ties. Diplomatic relations between the two countries have lasted for more than 50 years, and economic and trade relations have really developed strongly in recent years. Vietnam has become Finland's largest trading partner in Southeast Asia.
Mr. Matias Marttinen emphasized that Finnish businesses are proud to be active partners in Vietnam's growth journey in the fields of clean energy, digitalization, information technology, construction, maritime, and water management. Finland sees Vietnam not only as a dynamic and rapidly developing market, but also as a partner in creating smart, green, and sustainable growth.
Looking to the future, Finland sees great potential in strengthening cooperation with Vietnam, building a self-reliant economy that can develop strongly in the future. Finland is ready to cooperate with Vietnam to bring the bilateral relationship to a new level.
At the meeting, representatives of leading Finnish enterprises in the fields of circular economy, industry - energy, technology - services - infrastructure shared their enthusiastic ideas, valuable experiences and specific cooperation directions between Vietnam and Finland, two countries that are geographically distant but close in development vision and aspirations. Representatives of typical Finnish enterprises proposed a number of solutions to open up new cooperation spaces, in line with the development trends of the times and the strategic interests of both countries.
Speaking at the meeting, General Secretary To Lam stated that after more than 50 years of establishing diplomatic relations, Vietnam-Finland cooperation has continuously developed and become more comprehensive and substantive. The General Secretary was pleased to announce that within the framework of this official visit, the relationship between the two countries has been upgraded to a Strategic Partnership. This is a great opportunity to promote economic, trade and investment relations, which are important pillars in bilateral cooperation, to new heights.
General Secretary To Lam was particularly impressed by the open and substantive spirit of cooperation of Finnish businesses, partners with world-leading experience in innovation, green technology and effective governance. That is what makes both sides more confident in the future of cooperation between the two countries. The General Secretary shared that the world has been experiencing many complex and unpredictable changes not only in geopolitics but also in economics and trade with the emergence of both new opportunities and challenges. With the efforts, determination and consensus of the Party, State and people, Vietnam has maintained comprehensive stability and strong development, becoming a bright spot in growth and development in the region and the world.
The General Secretary affirmed that economic, investment and trade cooperation has always been a solid pillar and the main driving force for bilateral relations. Vietnam is continuing to promote a high-quality development strategy, focusing on science and technology, green economy, digital transformation and innovation. Vietnam is also expanding its market with international partners; constantly improving the investment environment and protecting the legitimate rights of foreign investors; promoting breakthrough, superior, flexible and more favorable policies.
Welcoming the proposals of Finnish enterprises in the field of circular economy - a development model that Vietnam is determined to strongly promote, the General Secretary said that Vietnam identifies enterprises as the center of development, the driving force to realize the aspiration of turning the country into a high-income developed country by 2045. The General Secretary stated that Vietnam is committed to continuing to strongly improve the investment and business environment, building a dynamic and transparent market economy, with innovation as the driving force and people as the center.
The General Secretary encouraged the business communities of the two countries to continue to strengthen exchanges, connections, investments and cooperation in areas where both sides have similar strengths and needs such as renewable energy, clean industry, environmental technology, forest resource management, education, science - technology and innovation. Enterprises are the lively bridge to deepen the Vietnam - Finland cooperation relationship, contributing to creating sustainable and practical values for both economies.
The General Secretary requested the two countries’ Governments, ministries, branches and localities – within their respective functions and tasks – to continue to coordinate closely and provide more practical support to the business community; at the same time, create an open, stable and transparent investment environment, encourage public-private partnerships, research connections, training and technology transfer. The combination of the State’s vision, policies and resources with the dynamism, creativity and determination of businesses will be a strong driving force to promote bilateral cooperation to develop substantially, effectively and with long-term strategic significance.
The General Secretary believes that the future holds great potential, and that the two sides can work together to build a model of cooperation between an advanced Nordic economy and a dynamic Southeast Asian country. It is not only cooperation between the two governments, but also cooperation between the business community on the basis of trust, respect and mutual development.
At the meeting, General Secretary To Lam and the high-ranking delegations of Vietnam and Finland witnessed the handover ceremony of cooperation documents between the two countries. Memorandum of Understanding between the Military Industry and Telecommunications Group (Viettel) and ICEYE Group (in Finland) on research and development of Earth observation satellite technology; Memorandum of Understanding between the Military Industry and Telecommunications Group (Viettel) and Nokia Group (in Finland) on cooperation in digital transformation, development of new generation telecommunications infrastructure in Vietnam; accelerating the application of 5G/6G, Open RAN, AI, Data Center; Memorandum of Understanding between the Vietnam Posts and Telecommunications Group (VNPT) and Nokia Group (in Finland) on cooperation in developing VNPT's wireless access network in Hanoi, border provinces and the South in the period of 2025 - 2026; Memorandum of Understanding between Vietnam Posts and Telecommunications Group (VNPT) and F-Secure Group (in Finland) on strategic cooperation in protecting people from cyber attacks, combating online fraud and expanding cooperation opportunities to the Asia-Pacific market; Memorandum of Understanding between Vietjet Aviation Joint Stock Company and Airways Aviation Group (in Finland) on cooperation in training high-quality human resources for the international aviation industry, promoting new cooperation between Vietnam and Finland.

Specifically, Airways Aviation will cooperate with Vietjet Aviation Academy (VJAA) to implement pilot training programs in Europe, in compliance with the standards of the International Civil Aviation Organization (ICAO), the European Union Aviation Safety Agency (EASA) and the Civil Aviation Authority of Vietnam (CAAV). The specialized training programs aim to meet the demand for high-quality international human resources to serve the strategy of expanding the global flight network of the new-generation airline, and sustainable regional and international development. Vietnam and Finland expect to promote economic connectivity, science and technology, innovation and resource development. Cooperating with Airways Aviation helps Vietjet continue to contribute to the new era of cooperation between the two countries on the basis of creativity, knowledge and sustainable development.
