Lam Dong: More than 350 officials and civil servants were trained to operate the Public Administration Service Center.

On July 20, at Ward 1 Bao Loc (Lam Dong province), the Department of Science and Technology coordinated with the Lam Dong Provincial Public Administration Service Center to organize a training conference on operating the information system to handle administrative procedures according to the 2-level local government model.

More than 350 cadres, civil servants and public employees from communes and wards in the South of Lam Dong province attended the training conference in Ward 1, Bao Loc.

Attending the opening ceremony were representatives of the Department of Science and Technology, Lam Dong Provincial Public Administration Service Center and the Departments of Construction, Agriculture and Environment, and Justice.

More than 350 cadres, civil servants, public employees and 25 communes and wards in the South of Lam Dong province (belonging to old districts and cities such as Di Linh, Bao Lam, Da Huoai and Bao Loc) attended the training conference.

Speaking at the opening of the training conference, the representative of the Department of Science and Technology of Lam Dong province informed the delegates about the initial results in implementing the operation of the two-level local government apparatus in the province.

Accordingly, after the official operation period, the online conference system has been connected and operated to 124 communes, wards and special zones in the province. Currently, Lam Dong province has 5,397 electronic accounts issued to 166 administrative units; the information system for handling administrative procedures for people and businesses is connected to the National Public Service Portal.

Besides the achieved results, there are still many difficulties and problems in the process of handling administrative procedures that need to be resolved and overcome so that the Public Administration Service Centers can operate effectively and smoothly to serve the people.

Specifically, the process of processing and resolving administrative procedures is not yet synchronized; the computer system at many Public Administration Service Centers of communes and wards is old and needs to be replaced; the new information system was deployed simultaneously in a short time, so many officials and civil servants have not had time to get familiar with and are not proficient in the operations and processing procedures on the new platform.

In particular, the functions of interconnection, digitalization of records, and procedure processing all require professional knowledge, digital skills, and close coordination between many departments. Along with that, most people have not yet formed the habit of using online public services, leading to a low rate of online application submission.

Therefore, officials and civil servants must perform two tasks at the same time: receiving and processing documents and instructing people on how to use electronic applications, affecting the quality and processing time.

At the Conference, representatives of leaders of departments and branches of Lam Dong province, reporters and officials, civil servants and public employees of wards and communes focused on discussing difficulties and problems in the information system for handling administrative procedures at the Public Administration Service Centers.

The reporters disseminated regulations and instructions related to the electronic authentication system, digitization, storage, and online information declaration; introduced the electronic payment system, fees and charges, and methods and measures to update administrative records and procedures on the National Public Service Portal.

At the same time, exchange and answer questions and issues arising from cadres, civil servants and public employees in the process of operating the information system for handling administrative procedures at the Public Administration Service Centers at the commune level in Lam Dong province.

According to statistics from the National Public Service Portal, up to now, the Public Administration Service Center of Ward 1 Bao Loc has been the leading unit of 124 communes, wards and special zones in digitalizing administrative procedures.

Through the Conference, it aims to guide and help cadres, civil servants and public employees quickly access and proficiently use the steps and processes in handling administrative procedures; at the same time, operate the public service system according to the 2-level local government model to ensure efficiency, smoothness, and good service to the needs of people and businesses.
