Bringing digital technology into management and operations
After the merger, the Regional Customs Branch XIII manages the area of two new provinces, Khanh Hoa and Lam Dong, with 8 affiliated customs units, including: Nha Trang Port Customs; Cam Ranh Port Customs; Cam Ranh International Airport Customs; Van Phong Customs; Ninh Thuan Customs; Buprang Border Customs; Binh Thuan Border Customs and Da Lat Customs.
These are important hubs associated with the import and export of goods, tourism and services in the South Central Coast - Central Highlands region. The diverse economic characteristics of the two localities of Khanh Hoa with seaports, tourism and logistics; Lam Dong with agricultural products, seafood, vegetables and flowers for export require management to ensure strict control while facilitating trade and reducing costs for businesses. In response to that requirement, the Customs Branch of Region XIII identified digital transformation as a key solution to build a modern customs system.
Ms. Tran Huong Duyen, Captain of Nha Trang Port Customs - Customs Branch XIII, said that the unit has applied information technology to all operational stages, from internal management to document processing, aiming at the goal of building digital customs. Systems such as: VNACCS/VCIS automatic customs clearance, online public services, national single window and ASEAN single window mechanisms are maintained and expanded, creating conditions for businesses to declare, submit documents and receive feedback through the electronic system. Applying technology to manage business and goods risks leads to the rate of green channel declarations accounting for 76%, meaning the rate of goods cleared immediately, exempted from document inspection accounts for about 76% of the total declarations at the unit.
In addition, the 24/7 electronic tax payment system is deployed to allow businesses to pay taxes anytime, anywhere, ensuring timely liquidity and customs clearance immediately after tax payment. Smart customs solutions such as online monitoring and the use of electronic positioning seals are also applied, increasing management efficiency and preventing and combating smuggling. The industry is supported internally by document management, on-duty and online monitoring systems, helping to improve the ability to direct and operate and shorten work processing time.
Ms. Tran Huong Duyen said that the application of information technology and digital transformation has helped customs agencies increase management efficiency, facilitate trade and tourism activities, create a transparent and fair import-export environment, contribute to improving national competitiveness, shorten customs clearance time, and reduce costs for businesses. In the coming time, the unit will continue to upgrade information technology infrastructure, strongly apply technological achievements to realize the goal of comprehensive modernization of the customs system, aiming to build a digital customs model in accordance with the direction of the industry and the Government.
Modernize to accompany businesses
In 2025, the Prime Minister assigned the Regional Customs Branch XIII a target of collecting VND4,235 billion for the State budget. To complete the task, the unit is promoting administrative procedure reform, regularly holding dialogues with the business community to remove difficulties; at the same time, tightening the fight against revenue loss through inspection, supervision, post-clearance inspection and prevention of smuggling and trade fraud.
Mr. Nguyen Trung Phong, Deputy Head of the Regional Customs Branch XIII, said that, implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on science and technology development, innovation and national digital transformation, the unit has promptly disseminated the directive documents of the Central, industry and local authorities to all civil servants. On that basis, the branch has issued a Plan for science and technology development, innovation and digital transformation in 2025, with orientations for the period 2026 - 2030.
This plan not only creates a legal corridor and long-term development orientation for the Regional Customs Branch XIII but also plays a "compass" role in the process of modernizing regional customs. Promoting the application of digital technology will help the Branch manage more effectively, minimize risks in import and export activities; at the same time, create maximum convenience for businesses through a fast and transparent customs clearance process. The unit continues to effectively exploit the industry's information technology systems, ensuring to meet customs professional requirements in the direction of digital customs and strictly comply with standards on system safety and security, Mr. Nguyen Trung Phong shared.
According to the leader of the Regional Customs Branch XIII, the unit is currently actively encouraging import-export enterprises to participate in the 24/7 electronic tax collection system, while continuing to implement procedures through the National Single Window and ASEAN Single Window. These solutions help significantly shorten the time for customs clearance of import-export goods, inbound and outbound vessels, and quickly handle arising problems. Declarations are automatically classified and cleared on the VNACCS/VCIS system, inbound and outbound vehicles are quickly cleared, and procedures on the HQ36a online public service system are processed according to regulations, creating maximum convenience for businesses.
Along with that, the unit deployed the centralized customs management system (CCES), effectively maintained the project of collecting electronic taxes through banks, coordinated collection and customs clearance 24/7; 100% of fees and charges are implemented electronically, no cash is used in payment of customs fees and charges. The work of monitoring and handling problems related to budget collection is also proactively and promptly deployed. In the field of supervision, the Department continues to invest and effectively exploit modern equipment systems such as baggage scanners, surveillance cameras at Cam Ranh International Airport, and electronic positioning seals. In particular, the unit seriously deployed instructions on the use of drug detectors in drug prevention and control, thereby enhancing the effectiveness of control and prevention of violations.
The Regional Customs Branch XIII also focuses on applying technology and developing digital human resources. The "digital learning" movement has been widely launched, encouraging civil servants to study on online platforms, prioritizing the placement of personnel with expertise in technology and data science in appropriate positions. Many in-depth training courses on Big Data, customs information analysis, and cyber security have been organized, creating a foundation for the staff to be ready to adapt to modern management models.
According to the development orientation, the Regional Customs Branch XIII aims to build a smart customs model; in which the entire business process will be digitized, applying modern technologies such as artificial intelligence (AI), big data, IoT and blockchain. This model not only improves the efficiency of state management but also creates maximum convenience for businesses, promotes trade, investment and international integration. The unit also continues to organize conferences to enhance dialogue and listen to the business community to remove difficulties and improve the quality of public services. Thereby, improving transparency, building a professional, friendly and modern customs image.
It can be affirmed that promoting digital transformation is not only an inevitable trend but also an important driving force to help the Regional Customs Branch XIII improve operational efficiency, making positive contributions to the socio-economic development of the locality, region and the whole country.
