Clarifying responsibility for slow progress in construction of Hong Huu dike

The Red Right Dike has the task of preventing floods, directly protecting millions of people, and important infrastructure of the central government and Hanoi city. Phase 2 of the project to build an overpass at the intersection of An Duong - Thanh Nien road, including the item of replacing the earthen dike structure with a concrete dike from K58+755 to K62+500, has been assigned by Hanoi City to the City Traffic Construction Investment Project Management Board as the investor to implement.

Accordingly, the Hanoi People's Committee requested the investor to complete the reinforced concrete dike and border gate items before June 15, 2023. However, by the deadline, the investor has not yet completed the above items, seriously affecting the work of preventing and fighting natural disasters during the 2023 flood season.

To ensure the safety of the dike line, serve flood prevention in 2023, and comply with the law on dikes and natural disaster prevention, Vice Chairman Nguyen Manh Quyen requested the investor to urgently fill and restore the entire area of the dike body that had been dug up and cut, and take measures to ensure flood safety for the dike (especially the dike section from Quang Ba flower market to alley 464 Au Co - the current status of this entire dike section has been lowered to flood protection elevation).

At the same time, it is required to clarify the responsibilities of relevant organizations and individuals in the delay in construction progress; preside over and coordinate with the People's Committee of Tay Ho district to develop a plan for natural disaster prevention and control in 2023 in accordance with the provisions of the Law on Natural Disaster Prevention and Control. In particular, the above-mentioned section of the Hong right dike is identified as a key dike at the city level to develop a plan for dike protection and key protection.

The Department of Agriculture and Rural Development and the People's Committee of Tay Ho District shall proactively coordinate and guide the Hanoi City Traffic Construction Investment Project Management Board to implement; regularly inspect and supervise the implementation of the above direction; propose handling or handle according to authority violations (if any) of the investor .
