
On October 22, Mr. Vu Xuan Thuy, Chairman of the People's Committee of Van Ban Commune, Lao Cai Province, said that the impact of storm No. 10 caused many houses in Lang Chut Village, Van Ban Commune to be deeply flooded. After the water receded, a layer of yellow sand 2-3m thick covered houses and fields, estimated at more than 100,000 m3.
Currently, the People's Committee of Van Ban commune is coordinating with relevant departments and branches to plan this area into a mine and make a plan to auction this amount of sand.
Previously, the influence of storm No. 10 caused prolonged heavy rain. On September 29-30, 30 houses in Lang Chut village, Van Ban commune were deeply flooded, many constructions and infrastructure collapsed and were damaged.
After the floodwaters receded, Lang Chut village appeared in a desolate scene, with sand and gravel covering roofs, fields and gardens, and streams buried. Many stilt houses of the people were submerged in sand. The amount of yellow sand remaining under the village was estimated to be up to hundreds of thousands of cubic meters.
According to Chairman of the People's Committee of Van Ban Commune Vu Xuan Thuy, during the recent flood prevention and control process, local authorities coordinated to use sandbags to build temporary dikes to prevent floods; at the same time, transported a large amount of sand to the gathering area.
Sand transportation is strictly controlled by the commune, monitored and counted by local police and military forces. Up to now, about 4 thousand cubic meters of yellow sand have been used for dike construction. The remaining volume of sand, estimated at more than 100 thousand cubic meters, will be planned for management and auctioned in the near future.
On the morning of October 21, the Department of Agriculture and Environment of Lao Cai province coordinated with the Department of Finance to have a working session with the People's Committee of Van Ban commune to survey the quantity, agree on a treatment plan and submit it to the People's Committee of Lao Cai province.
As planned, the amount of yellow sand remaining after the storm and flood will be planned on the spot, mined and handed over to the Lao Cai Provincial People's Committee to organize an auction according to regulations. Exploiting and utilizing this amount of sand will not only help minimize the risk of impact from the next storms, but also avoid wasting resources.
Lang Chut Village currently has over 30 households living there; of which 14 households are directly affected by storms and floods. The local government has worked with each household to agree on a relocation plan; at the same time, supporting procedures for converting land use purposes for the people. The locality will guide people to buy, sell, and transfer land to stabilize the residential area, forming a village of about 20-30 households./.
