Recently, landslides on National Highway 4D and Provincial Road 155, from Lao Cai ward to Sa Pa ward and vice versa, have not only caused local traffic congestion but also posed a potential safety risk to people and vehicles participating in traffic.

Landslides not only affect infrastructure but also cause constant worries for people.
Mr. Le Van Tuan, a resident of Trung Chai 1 village, Ta Phin commune, shared: “As someone who lives near the landslide area, I find that every time an incident occurs, it is very dangerous for people and vehicles. I hope that the authorities will soon completely fix the landslides so that people can travel more conveniently and safely.”
Ms. Phung Thi Minh Phuong, a teacher working in Ta Phin commune, said: Every day I pass by a road with many landslides, so I feel very worried. I hope that the authorities will soon have a solution so that teachers like us can travel with peace of mind and safety.
According to the reporter's observation, the landslide location at Km 109+350, National Highway 4D, in Sa Pa ward, is about 100 meters long, with a large amount of soil and rock from the positive slope sliding down. Although it has been cleaned, the drainage ditch is still not completely guaranteed. Local authorities and functional agencies have put up signs and stretched ropes to warn people and vehicles when traveling. The cause of the landslide was determined to be due to prolonged heavy rains causing soil and rock to lose their adhesion, leading to landslides. Notably, on the top of the positive slope, there are long cracks, indicating that the risk of further landslides is still very high.
Another major landslide at Km 115+180, National Highway 4D, Ta Phin Commune, not only has small rocks and soil but also many large rocks that have spilled onto the road surface, making it difficult to handle. Due to the location near a residential area and many vehicles, blasting cannot be applied. Instead, the construction unit must use an air compressor to drill rocks, mix in baking powder to separate large rocks into small blocks, then move them with specialized machinery. Currently, about 2/3 of the rock mass at the landslide site has been drilled and broken. However, the biggest difficulty is that on the positive slope there are still many rocks that are at risk of landslides at any time, posing a potential risk to the construction work.

Mr. Tran Cong Hoa, Deputy Director of Lao Cai Provincial Road Maintenance Management Board, said: Immediately after the landslide occurred, the unit coordinated with relevant forces to ensure temporary traffic safety. Currently, the landslide locations on National Highway 4D, from Lao Cai ward to Sa Pa ward, have ensured safe traffic with 2 lanes. However, to completely overcome the landslides, the Department of Construction has also reported to the Provincial People's Committee and the Provincial People's Committee has also issued a decision to declare an emergency situation to handle the point Km 109 + 350. For the landslide at Km 115 + 180, due to the presence of many large rocks, contractors are drilling and filling with expanding powder, then moving it to the staging area. It is expected that the landslide at Km 115 + 180 will continue to be repaired next week, and the point Km 109 + 350 will be deployed in the fourth quarter.

As the main road connecting Lao Cai ward with Sa Pa ward, Provincial Road 155 also has landslides. The area of Lao Cai - Sa Pa BOT Toll Station is the largest landslide point, with a large amount of soil and rock overflowing, causing complete blockage. The most difficult problem is that the landslide area has not been cleared, leading to people preventing the construction unit from entering to handle the problem. This situation has caused the toll collection to be suspended, causing economic losses and affecting traffic activities on the route.


To handle the landslide in the Lao Cai - Sa Pa BOT Toll Station area, the Department of Construction recently coordinated with the People's Committee of Ta Phin commune and related parties to organize a meeting to assess the current situation and agree on a treatment plan.
Mr. Le Huu Khai, Head of the Economic Department of Ta Phin Commune, said: Immediately after the landslide occurred, we promptly reported to the authorities and at the same time mobilized households to create favorable conditions for handling the landslide in the area of Lao Cai - Sa Pa BOT Toll Station. In the coming time, we will determine the landslide area, carry out land recovery procedures and submit to the Provincial People's Committee a plan for compensation and site clearance. After the Provincial People's Committee's decision and funding allocation, the Ta Phin Commune People's Committee will carry out compensation, support and land recovery of households within the landslide area according to regulations.
National Highway 4D and Provincial Road 155 are the main roads connecting Lao Cai ward with Sa Pa National Tourist Area and vice versa. Therefore, it is necessary to urgently and thoroughly repair the landslides on these two roads, not only to ensure safety and convenience for people when traveling, but also to contribute to building the image of Lao Cai as a friendly and safe place for tourists, especially at Sa Pa National Tourist Area.
