Lao Cai: Timely detection and prevention of cases showing signs of child abuse on the internet

CTTĐT - Immediately after the Prime Minister issued Decision No. 830/QD-TTg approving the Program "Protecting and supporting children to interact healthily and creatively in the online environment for the period 2021-2025", the People's Committees of Yen Bai province and Lao Cai province (before the merger) issued documents implementing the contents of Decision No. 830/QD-TTg to their affiliated units, requesting the units to seriously and effectively organize and implement the program based on their functions and tasks.

Creating a healthy online environment to help children develop comprehensively

In the process of implementing Decision No. 830/QD-TTg, the Provincial People's Committee has directed departments, branches and sectors to regularly exchange information and coordinate propaganda activities; promptly detect and prevent cases with signs of child abuse on the internet, support victims and handle violators.

The provincial police have received and resolved 17/17 criminal reports, reaching 100% related to child abuse via the internet. Of which, they have promptly supported and protected the rights and legitimate interests of 19 victims, preventing further abuse; investigated, handled and prosecuted 17 cases, 22 defendants related to child abuse.

However, due to the influence of the online environment, in many cases, children become the subject of violations and are handled by the authorities according to the provisions of the law. In Lao Cai province, the main focus is on groups of behaviors such as: Disturbing public order, intentionally causing injury (through the online environment, subjects get acquainted, attract subjects of the same age, gather in densely populated areas, weave, swing, race, resolve conflicts, quarrel, fight); Production and trade of prohibited goods (learn how to make fireworks online and then make them yourself and sell them to others for profit)...

The Provincial Police Department has presided over and coordinated with relevant departments and branches to organize a contest to learn about the Law on Cyber ​​Security and the Law on Personal Data Protection for students studying at high schools, universities and colleges in the province.

Organize a provincial children's forum to discuss groups of issues related to children, including the topic of child protection on social networks, creating opportunities for children to express their opinions and contribute to creating a safe and healthy online environment for children.

Although the propaganda work on methods and tricks of child abuse crimes in the online environment has been paid attention to, focused on, and seriously implemented by agencies and units, and public awareness has been raised, in the period of 2021-2025, child abuse cases still occurred in the province, including child abuse cases through the online environment.

Therefore, the Provincial People's Committee recommends that the Ministry of Public Security : Regularly update and promptly notify local units of new methods and tricks of crime related to acts of child abuse in cyberspace to proactively apply professional measures, promptly coordinate in detecting, preventing, handling and propagating, widely disseminating to people to know how to prevent. Regularly organize training, improve capacity, update knowledge, technology, consulting skills, and provide psychological support for law enforcement forces, officers working in child protection, crime investigation and prosecution, trial, prevention, and handling of cases of child abuse and abuse in the cyber environment.
