Thoroughly grasping the Party's military and defense guidelines, especially the 8th Central Resolution (11th and 13th terms) on the Homeland Protection Strategy in the new situation and the resolutions and directives of the Central Military Commission, the Ministry of National Defense , the Party Committee, the Military Region 1 Command and the Party committees and authorities of the provinces in the area, focus on leading and directing the good implementation of military and defense tasks, protecting the Homeland; in which, improving the overall strength, combat readiness and winning combat in all situations is identified as the top, central, and consistent political task and is seriously and effectively implemented in both breadth and depth, achieving important results in many aspects. The potential and posture of the all-people national defense in the Military Region and in the defense areas of localities are constantly enhanced; the overall quality and combat strength of the Military Region's armed forces are constantly improved; the local economies have developed quite well; The material and spiritual life of the people has gradually improved, and the "people's hearts and minds" has been increasingly consolidated.

The highlight is that the Military Region always promotes its core role, proactively coordinates closely with forces to firmly protect the area, territorial sovereignty, national borders, and build a peaceful , friendly, and long-term stable border with neighboring countries; always takes the lead and is a solid support for the people in preventing, combating, and overcoming the consequences of natural disasters, searching and rescuing, contributing to maintaining national defense and security stability in the area, not allowing "hot spots" to occur, creating favorable conditions for socio-economic development.

The Party Committee and the Military Region Command always identify building a strong, comprehensive, "exemplary, exemplary" armed force as the central political task, the key solution to ensure that the Military Region successfully completes all tasks in all situations. Resolutions and directives are all concretized to closely follow the practical situation of each locality and unit; clearly assigning tasks to people, work, and responsibilities, along with a strict inspection and supervision mechanism.

The Military Region regularly focuses on improving the quality of political education, ideological management and fostering political qualities, patriotism and determination to protect the Fatherland for officers and soldiers. Political education work has been innovated in content and form towards being close to the target audience, flexible, attractive and linked to practical tasks.

The units strictly maintained the Party's working regime, improved the leadership capacity and fighting strength of Party organizations. The Party's inspection, supervision and discipline work was strengthened, promptly correcting signs of degradation, "self-evolution", and "self-transformation" within the organization. The Emulation Movement for Victory, the Campaign "Promoting tradition, dedicating talent, worthy of Uncle Ho's soldiers" and movements and campaigns at all levels, sectors and localities were widely deployed by the Military Region's armed forces, creating a driving force for vibrant emulation, successfully completing all tasks, contributing to building a healthy cultural environment, and consolidating the close military-civilian solidarity relationship.

The regular force is trained and improved to have a regular level of qualification and high combat readiness. The reserve force is registered, strictly managed, and thoroughly trained according to plan; the militia and self-defense force is built firmly and widely, focusing on political quality and the ability to coordinate in handling situations right from the grassroots.

In particular, the Military Region pays attention to implementing good coordination between military, police and border forces in grasping the situation and jointly handling situations and incidents related to national defense and security; border patrols and controls are maintained regularly, contributing to maintaining political stability, order and social safety in the area.

Training work has been innovated according to the motto "Basic, practical, solid", focusing on synchronous, in-depth training, close to plans and combat situations in mountainous and border areas. Units and localities have well organized defense area drills, two-level one-sided command-staff drills, live-fire drills... to ensure absolute safety. Logistics and technical work is always fully and promptly ensured for tasks; the application of information technology and simulation in training has been enhanced. Thanks to that, the level and combat readiness capabilities of the forces have been constantly improved, meeting the requirements of tasks both in peacetime and in complex situations.

The system of defense works, combat bases, command posts, and warehouses is planned and built synchronously, ready to mobilize when there is a situation. The work of combining economy with national defense, national defense with economy is focused on, especially in border areas, remote and isolated areas. Economic-defense groups play a core role in socio-economic development, hunger eradication, poverty reduction, and consolidating the "people's hearts" in difficult areas, remote and isolated areas, and borders. The Military Region's armed forces are always closely attached to the people, performing well the work of mass mobilization, participating in helping people eliminate hunger, reduce poverty, eliminate temporary and dilapidated houses, build new rural areas, and prevent and combat natural disasters, search and rescue in the area.

Units actively participate in building a strong political base, coordinate with local Party committees and authorities to promptly resolve complicated cases right at the grassroots level, avoiding being passive or surprised. Through that, people's trust in the Party, State and Army is increasingly consolidated, creating a stable social environment for socio-economic development and strengthening national defense and security.

Thanks to the close leadership and direction, and favorable conditions of the Central Military Commission, the Ministry of National Defense, and local Party committees and authorities, the Military Region 1 has made comprehensive progress. The political awareness of officers and soldiers has been raised; the organization and staff have gradually become streamlined, compact, and strong; combat readiness and situation handling capabilities have been enhanced; the national defense posture and people's security in the area have been firmly consolidated.

Implementing the policy of building a "lean, compact, strong" Army, the Party Committee and the Military Region Command have thoroughly grasped Resolution 05 of the Politburo and Resolution 230 of the Central Military Commission, identifying this as a key task, a strategic breakthrough that determines the strength to protect the Fatherland. With many drastic and synchronous solutions, the Party Committee and the Military Region Command have adjusted the force organization in accordance with the decision of the Ministry of National Defense, ensuring the balance between agencies and units, streamlining 10% of agency personnel, giving priority to training units, on standby; consolidating a strong and widespread militia and self-defense force; building a large, high-quality reserve force, reaching a rate of 1.44% of the population. Military recruitment work is associated with creating a source of reserve mobilization and grassroots cadres, regularly innovated, suitable to the requirements of the task.

Nowadays, in the digital age, when science and technology become the "golden key" for development, the Military Region 1 has resolutely implemented innovation and digital transformation. Skills training classes and the "Digital Literacy for All" Movement have helped each cadre and party member become a "digital citizen", mastering technology in management, training, combat readiness and in all aspects of work.

Promoting the tradition of 80 years of building, fighting and growing, in the coming time, Military Region 1 will continue to thoroughly grasp the resolutions and directives of the Party and State on the tasks of national defense, security and protection of the Fatherland. Promote the building of forces in the direction of "refined, compact, strong"; focus on building a politically strong force, improving the quality of training and combat readiness. Strengthen mass mobilization work, build a solid "people's heart position". At the same time, proactively coordinate closely with forces to maintain political security, order and social safety in the area, contributing with the whole country to firmly protect independence, sovereignty, territorial integrity, and maintain a peaceful and stable environment for national development.

Over the past 80 years, generations of officers and soldiers of Military Region 1 have constantly strived, fostered, maintained and promoted the tradition of "Loyalty - Pioneer - Solidarity - Victory". From the early period of both building and fighting in countless difficulties, firmly maintaining the area of ​​the Resistance War Zone - Capital, to the years of steadfast fighting, contributing with the whole country to defeat the invaders, firmly protecting the Fatherland and in peacetime building the country today, with each step of growth and development, the Military Region has made important contributions to the glorious revolutionary cause of our Party and people, making many bright spots in the heroic epic of defending the country. That is the pride and great motivation for the Military Region 1 to continue to strive to improve its overall strength and combat readiness, well meeting the requirements of the task of building the Army, consolidating national defense, and protecting the Fatherland in the new situation.
