The investigation determined that PTMinh was a heavy drug addict, working as a transporter from across the border to Vietnam. Taking advantage of the government and functional forces' efforts to support and help people overcome the consequences of storm No. 10, PTMinh bought illegal fireworks and drugs, brought them back to the country to use and resell for profit.

After the investigation, on September 29, when Minh's car arrived in Nghe An , the police organized a siege and seized evidence including 30kg of various types of firecrackers and 99 pink pills. Searching the house, the police continued to discover and seize more than 95kg of various types of firecrackers. The case is still being investigated and handled according to the law.
