Faced with the rapid development of artificial intelligence (AI) and potential risks in its use, Chairman of the Cao Bang Provincial People's Committee Le Hai Hoa issued a document requesting departments, branches and localities to strengthen management and comprehensive control of the use of AI, ensuring safety, transparency and efficiency in public service activities.
According to the assessment of the People's Committee of Cao Bang province, in recent times, the application of artificial intelligence has brought positive results in many fields such as administration, engineering, finance, healthcare, education and urban management, contributing to improving labor productivity and quality of public services.
However, the use of AI also exposes risks if not strictly controlled, such as the phenomenon of “AI illusion”, data bias, lack of transparency in the decision-making process and the potential risk of infringing on the intellectual property rights of organizations and individuals when information sources are not cited. This increases the dependence on technology in some individuals.

Faced with the above situation, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa requested agencies and units to promote positive aspects and control risks when deploying artificial intelligence applications. In particular, heads of agencies, units and localities are ultimately responsible for the accuracy, safety and legality of all products and services using AI.
The document states that agencies need to arrange qualified and professional personnel to check and confirm AI outputs before submitting them to competent authorities for approval or official issuance. Units must also incorporate AI usage principles into working regulations and business processes to ensure transparency, efficiency and compliance with regulations.
Building the “Cao Bang Trusted AI Framework”
Under the direction of the Chairman of the People's Committee of Cao Bang province, the Department of Science and Technology was assigned to preside over and coordinate with relevant units to research and develop the "Cao Bang Trusted AI Framework" and submit it to the Provincial People's Committee before November 30, 2025.
Along with that, the Department must also closely follow, promptly grasp information, and advise the Provincial People's Committee to implement policies and regulations on AI as soon as the Law on Artificial Intelligence and guiding documents are issued. At the same time, the Department of Science and Technology will organize training courses and skills training on safe, transparent and responsible use of AI.
