
On October 23, Working Group No. 12, headed by Comrade Tran Van Tuan, Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council of Ho Chi Minh City, worked with the Party Committees of Linh Xuan, Tam Binh, and Tang Nhon Phu wards to monitor the implementation results of Plan 249-KH/UBKTTW of the Central Inspection Committee in the wards.

During the monitoring session, the three localities made many recommendations. Among them, the proposal was for Ho Chi Minh City to assign the total payroll to the ward, and on the basis of the assigned payroll, the ward will proactively allocate it to its affiliated units; the proposal was for the city to create conditions for non-professional staff to continue working, and at the same time organize recruitment exams so that this team can continue to accompany the locality.
The wards also recommended that the Ho Chi Minh City People's Committee direct the upgrading of the data system, synchronization between specialized software and the one-stop system to ensure accuracy and consistency of information in the process of receiving and processing records; supplement funds for purchasing equipment and materials for professional work; supplement and arrange funds to upgrade and renovate headquarters for wards with difficulties in working conditions.

Discussing with the wards about the non-professional working staff, Mr. Phan Viet Tan, Deputy Head of the Department of Government Building and Youth Affairs, Ho Chi Minh City Department of Home Affairs, commented that this is a team that ensures professional qualifications and work experience, but currently lacks a civil servant recruitment process to arrange tasks. He also informed that the Department of Home Affairs will soon have guidelines for localities to deploy for these subjects.

Regarding the allocation of staff, Mr. Phan Viet Tan said that recently the City Party Committee's Organizing Committee has given instructions, and at the same time the Department of Home Affairs has coordinated with 168 wards, communes and special zones to review the number of existing civil servant staff in the area for synthesis.
In the coming time, the Department of Home Affairs and the Party Committee's Organization Board will meet to discuss and propose the Ho Chi Minh City People's Committee and the Party Committee to agree on the staffing plan to submit to the City People's Council for approval, as a basis for organizing the official staffing allocation. Through practical review, the staffing arrangement will be prioritized within each ward; if not met, coordination between neighboring localities will be considered. If necessary, the final option is to coordinate on a city-wide scale.

Concluding the meeting, comrade Tran Van Tuan highly appreciated the efforts to implement the 2-level local government model in all three localities. He also shared the current difficulties and problems, especially the lack of machinery, equipment, facilities and working offices that do not meet the requirements of work and serving the people. He requested relevant departments and branches to urgently advise the Ho Chi Minh City People's Committee to consider and promptly resolve the above problems.

According to him, the current personnel problem is a big challenge that Ho Chi Minh City needs to find a suitable solution to soon. He requested the Department of Home Affairs to fully record the difficulties and recommendations from the grassroots, as a basis for advising the City People's Committee to propose a comprehensive solution for the entire city. At the same time, he requested the City Party Committee's Organizing Committee to synthesize and advise the City Party Committee's Standing Committee in leadership and direction to ensure overall unity.

Comrade Tran Van Tuan suggested that the three localities continue to promote the spirit of solidarity within the entire Party Committee, strive to overcome difficulties, and successfully complete assigned tasks.
He emphasized the need to strengthen inspection and supervision to promptly detect any arising violations; at the same time, promote budget revenue and expenditure, and disbursement of public investment capital. Localities need to review all socio -economic development targets and tasks; analyze any targets that have not been achieved, clarify the causes and propose solutions to overcome them, ensuring the completion of the set development goals.
