At 1:00 p.m. on October 9, 2025, the upstream water level of Tuyen Quang Lake was at 119.61 m, the downstream water level was 52.3 m, the flow to the lake was 2,283 m3/s, and the total flow to the downstream was 1,835 m3/s.

Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Tuyen Quang Hydropower Company to: Open another bottom spillway gate of Tuyen Quang Hydropower Reservoir at 7:00 p.m. on October 9, 2025.

Tuyen Quang Hydropower Company closely monitors the development of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly reports to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies as prescribed.

In addition, the Ministry of Agriculture and Environment also sent a document to the People's Committees of the provinces and cities of Tuyen Quang, Phu Tho, and Hanoi on ensuring downstream safety when operating the Tuyen Quang hydropower reservoir.

Accordingly, when Tuyen Quang Hydropower Company opens another bottom spillway at 7:00 p.m. on October 9, 2025, to ensure the safety of works and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to immediately notify authorities at all levels, people, organizations operating on rivers and riverside; aquaculture facilities, water transport vehicles; ferry terminals; review and ensure the safety of works under construction; activities of sand and gravel exploitation, gathering and transfer to know the information on flood discharge of Tuyen Quang Hydropower Reservoir to proactively take preventive measures to ensure the safety of people and property.

Provinces and cities must promptly report and propose solutions to handle unusual situations that may occur during flood discharge to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).

Earlier on the same day, the Minister of Agriculture and Environment also ordered the Director of Tuyen Quang Hydropower Company to open a bottom spillway gate of Tuyen Quang Hydropower reservoir at 1:00 p.m.
