Press conference on the organization of the 1st Government Party Congress

On October 9, 2025, in Hanoi, the Government Party Committee held a press conference to inform about the preparation and organization of the 1st Government Party Congress, term 2025-2030. Implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Party Congress, the Government Party Committee has led and directed the successful organization of congresses of 51 subordinate Party Committees, including 48 grassroots Party Committees and 3 grassroots Party Committees. By July 31, 2025, 100% of grassroots Party organizations, Party cells, and Party Committees had completed their congresses; by August 29, 2025, all 48 grassroots Party Committees had held their congresses, ensuring the progress, quality, and requirements set out. Currently, the Government Party Committee has more than 209,000 party members operating in 2,211 grassroots party organizations, including 21 party committees of ministries, ministerial-level agencies, government agencies and 30 party committees of corporations, general companies and state-owned commercial banks.

As planned, the 1st Congress of the Government Party Committee for the 2025-2030 term will take place on October 12 and 13, 2025 at the National Convention Center, Hanoi. This is the first Congress of the Government Party Committee under the new organizational model, taking place in the context of the entire Party, people and army making efforts to complete the socio -economic development goals for 2025, implementing the Resolution of the 13th National Congress and towards the 100th anniversary of the Party's founding (1930-2030), 100th anniversary of the country's founding (1945-2045).

The Congress will focus on summarizing and evaluating the work of the 2020-2025 term; reviewing the leadership and direction of the Government Party Executive Committee; determining directions, goals, tasks and solutions for the 2025-2030 term; and discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.

The theme of the Congress is: “Building a clean and strong Government Party; solidarity, exemplary leadership in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, becoming rich, prosperous, civilized, and happy.” Motto of action: “Solidarity, discipline – Democracy, innovation – Breakthrough development – ​​Close to the people.”

The Congress has 453 delegates attending, representing more than 209,000 party members of 2,214 grassroots party organizations. The Government Party Committee respectfully invites General Secretary To Lam to attend and give a speech at the Congress. The Congress is expected to be attended by leaders and former leaders of the Party, State, and Government; Politburo members, Secretariat members; leaders of central departments, ministries, branches, and party committees directly under the Central Committee.

Immediately after its establishment, the Government Party Committee directed its subordinate Party Committees to step up propaganda work on Party congresses at all levels towards the Government Party Congress and the 14th National Party Congress. Propaganda work focused on major topics such as innovation, reorganization of the apparatus; breakthroughs in science and technology development, innovation and digital transformation; private economic development; ensuring social security; protecting the Party's ideological foundation; as well as practical emulation movements to welcome the Congress.

Propaganda activities were deployed on channels VTV1, VOV1, the Vietnam News Agency's Photo Exhibition, along with two thematic exhibitions jointly organized by the Ministry of Science and Technology, the Ministry of Culture, Sports and Tourism, the Ministry of Finance and state-owned corporations and groups at the National Convention Center, introducing achievements in science, technology, innovation, digital transformation and achievements in socio-economic and cultural development.

Decoration, ceremony, reception, security, and logistics for the Congress were carefully and thoroughly prepared, ensuring absolute safety and compliance with regulations. Activities on the sidelines of the Congress include: A ceremony to pay tribute to President Ho Chi Minh and commemorate heroic martyrs at Bac Son Street, Hanoi; Photo exhibition on achievements of the 2020-2025 term of affiliated party committees; Exhibition of achievements in science, technology, innovation and digital transformation; Exhibition of achievements in socio-economic and cultural development.

The Government Party Committee requested that its affiliated Party Committees strengthen propaganda before, during and after the Congress, affirming the significance and stature of this important political event; at the same time, proactively combat and refute false and distorted information; create an atmosphere of excitement and trust among cadres, Party members and the People. The 1st Government Party Congress, term 2025-2030 is an important milestone in the process of building a clean and strong Government Party Committee, contributing to the successful implementation of the Resolution of the 14th National Party Congress, towards the goal of rapid, sustainable, prosperous and happy development./.
