Cao Bang issues plan to implement the Program "Building a grassroots library model"

Cao Bang Provincial People's Committee has issued Plan No. 3079/HD-UBND on implementing the Program "Building a grassroots library model to serve people in mountainous and border areas in the midland and mountainous areas of the North for the period 2025, with a vision to 2045" in the province.

The plan is implemented to specify the objectives, tasks and solutions of the Program in the province in accordance with the needs, conditions and practical situation of the province. Raising awareness and responsibility of all levels, sectors, and people, especially people in remote areas, about the position, role, purpose and significance of building a "grassroots library model".

The plan specifies the goals, tasks and solutions of the Program in the province in accordance with the needs, conditions and practical situation of the province.

Effectively exploit cultural institutions, promote all resources to sustainably and effectively maintain the "grassroots library model". Build reading habits and develop reading culture; promote digital transformation, create conditions for people to have equal opportunities in accessing open and flexible knowledge systems with many models, thereby forming habits, developing people's self-learning capacity in the new period, contributing to raising people's knowledge, improving and enhancing the quality of life.

The program "Building a grassroots library model to serve people in mountainous and border areas in the midland and mountainous areas of the North in the period of 2025, with a vision to 2045" sets the goal that by 2026, 15% of communes and wards will strive to build a suitable "grassroots library model" in the area. By 2030, strive to replicate the model to reach 50% of the corresponding target and 90% by 2045.

By 2026, strive for 15% of grassroots libraries to effectively coordinate with provincial public libraries to provide information, products and library services through circulation, mobile services, via cyberspace and organize reading promotion activities in the area. By 2030, strive to achieve 50% of the corresponding target and 90% by 2045.

By 2026, 40% of librarians at grassroots libraries will be trained and have the capacity to provide library services and organize reading promotion activities; by 2030, 60% of corresponding expenditures will be achieved and 90% by 2045.

The plan aims to create reading habits for the people.

By 2026, the number of people using basic libraries to serve the needs of studying, searching for information, and improving knowledge will increase by an average of 10% per year; by 2030, it will reach 15% of the corresponding target and reach 30% by 2045.

By 2026, organize at least 10 mobile book/library deliveries to remote, isolated, and border areas to help people access a variety of books and legal documents; strive for 20% of communes and wards in the province to use mobile vehicles to deliver books to serve people at local fairs under suitable conditions.

To achieve the set goals, the Program has proposed 8 key solutions and tasks. In particular, reviewing, arranging, and unifying the main contents on authority, processes, and procedures related to the construction of "basic library models" in accordance with the law on local government organization, libraries, and other relevant laws, specific to the region.

Promote communication work on the activities of the "grassroots library model" associated with developing a reading culture and serving people's lifelong learning needs; organize propaganda activities associated with annual events; Develop criteria to guide the organization and management of the activities of the "grassroots library model".

Innovate operating methods, strengthen coordination between grassroots libraries and provincial public libraries in providing professional and technical support, training, improving the quality of human resources, providing library products and services on digital technology platforms; Organize training, foster knowledge, and improve capacity for grassroots librarians.

Strengthen the mobilization of resources from businesses, sponsors, organizations and individuals in accordance with the law; increase the participation of the community, especially intellectuals, in building and effectively organizing the "grassroots library model".

Commend, honor, and reward typical collectives and individuals who replicate good models, good and creative practices in building and developing "grassroots library models"; Inspect, evaluate, summarize, and conclude the implementation of the Program in the period 2026 - 2030 and propose directions, tasks, and solutions for implementation in the next period./.
