On December 29, the Ministry of Information and Communications (MIC) held a conference to review the work in 2023 and deploy tasks for 2024.

The theme of 2023 is "The Year of Digital Data, creating and exploiting data to create new values", the Ministry of Information and Communications continues to strengthen discipline, order and effectiveness of State management, advise and propose appropriate and timely policy responses with a high sense of responsibility, daring to think, daring to do, daring to take responsibility, striving to strive to successfully implement the goals, targets and tasks of socio-economic development of the entire information and communications sector.

In 2023, the total revenue of the industry is estimated to reach 3,744,214 billion VND, an increase of 1.49% compared to 2022. The State budget contribution is estimated to reach 99,323 billion VND, an increase of 1.31% compared to 2022. The contribution to GDP of the IT&T industry is estimated to reach 887,398 billion VND, an increase of 1.34% compared to 2022.

In 2023, the national digital transformation with the dual goal of developing digital government, digital economy, digital society; and forming strong Vietnamese digital technology enterprises to reach out to the world will be increasingly spread deeply and widely nationwide, leaving no one behind in the comprehensive digital transformation for all people, achieving positive results.

Accordingly, the work of building and perfecting institutions continues to be prioritized. The Law on Electronic Transactions and the Law on Telecommunications were passed by the 15th National Assembly with a high approval rate. After 14 years, the Information and Communications sector has had two laws enacted within one year.

In addition, Prime Minister's Directive No. 07 on strengthening policy communication has fundamentally changed thinking and awareness, considering policy communication as first and foremost a task and function of state administrative agencies, contributing to the formation of apparatus and resources for this work.

Postal activities continue to have a strong shift with the explosion of e-commerce contributing to the promotion of the digital economy. In 2023, postal service revenue will reach VND 58,900 billion, an increase of 9.3% compared to 2022. Vietnam will move up 1 rank according to the 2023 postal development index ranking (from group 5 to group 6; group 10 is the highest group).

Telecommunications infrastructure and digital infrastructure have undergone strong changes over the past year, gradually fulfilling their role as important economic and technical infrastructure of the Digital Government, Digital Economy, and Digital Society.

Although Vietnam is a developing country with low average income, it has a higher 4G coverage than high-income developed countries. 4G coverage in Vietnam is 99.8%, high-income countries have a coverage of 99.4%. This is an effort of the Information and Communications Industry in the process of popularizing telecommunications infrastructure, especially the wave and computer program for children to ensure online learning and working. This rate was previously 97%.

5G has been tested in 59 provinces and cities; the population coverage rate for 4G is up to 99.8%.

The ratio of smartphone users to total mobile phone users continues to increase to 84.4% (higher than the world average of 63%). This is an effort of the IT&T industry towards the goal of 100% of users having smartphones by the end of 2024.

Fiber optic coverage to each household is nearly 80% compared to the world average of about 60%. This result aims to achieve the goal of comprehensive digital transformation for the entire population, leaving no one behind in the digital transformation process.

Data fees in Vietnam are maintained at a low level, only half the world average. Thanks to that, everyone has the opportunity to use the internet and access the digital space.

The press and media continue to affirm their important role in honestly reflecting the mainstream of Vietnamese society, creating consensus, spreading positive energy, creating social trust, contributing to creating spiritual strength for Vietnam to break through and become a developed, high-income country with socialist orientation. The media and press continue to contribute to conveying to the world vivid, multi-dimensional information about the stable, friendly, and dynamic country and people of Vietnam.

In the publishing sector, in 2023, the revenue scale of the audiobook market will reach over 102 billion VND, 2 times higher than in 2022 (52.3 billion); estimated to reach over 40 million audiobooks, an increase of 25% compared to 2022.

The rate of publishers registering for electronic publishing activities is estimated at 40.3%, exceeding the plan by 20%. The number of e-book titles published during the year is estimated at 4,600, an increase of 31.4%, bringing the e-book/book ratio to 15.3% of the total number of publications (exceeding the annual target by 12%) .
