At the meeting, leaders of departments, branches and 5 wards quickly reported on the damage situation in Tuyen Quang city (before the province's merger). Accordingly, as of 3:00 p.m. on October 1, the area had recorded many damages to houses with 192 houses affected (2 houses damaged less than 30%; 190 houses were flooded, had to be urgently evacuated and isolated).

Regarding agriculture and forestry, 517.1 hectares of rice were flooded (432.8 hectares damaged 30-70%; 84.3 hectares damaged under 30%); 208.34 hectares of corn and vegetables were affected (196.14 hectares damaged 30-70%; 12.2 hectares damaged under 30%); 71 hectares of other crops were flooded; 21.13 hectares of aquaculture ponds overflowed; 8 locations were flooded, eroded, causing blockages; total length of erosion and damage was 2,290m; 1 road culvert was damaged. Flooding was recorded in the wards of Minh Xuan, An Tuong, Binh Thuan, Nong Tien, and My Lam.

According to the assessment, heavy rains are likely to cause flooding in low-lying areas, flash floods on small rivers and streams, and landslides in steep hills. Regarding hydrology, the water level of Gam River and Lo River remains high, with many stations recording above alert level 3; in the next 12-24 hours, the water level is forecast to change slowly, continuing to remain above alert level 2-3 in many areas.
Faced with the complicated developments of storm No. 10, the Steering Committee for Flood and Storm Prevention and Natural Disaster Mitigation in the old city area has set out a series of key tasks: wards are on duty 24/24 hours; proactively evacuate people in dangerous areas; provide necessities and clean water to affected areas; control traffic in deeply flooded areas, resolutely prevent people from passing through when safety is not guaranteed; strengthen the protection of irrigation works, reservoirs, dykes, and agricultural production areas. At the same time, mobilize forces to temporarily overcome landslides, ensure traffic, and soon stabilize people's lives.

Concluding the meeting, Chairman of the Provincial People's Council Nguyen Van Son emphasized: Storm No. 10 has complicated developments, directly affecting production and people's lives. All levels, sectors and localities, especially the 5 central wards, must absolutely not be subjective or negligent; need to promote a high sense of responsibility, resolutely implement the "4 on-site" motto, be proactive and flexible in handling situations. The Command Board is on duty 24/24 hours to promptly receive, synthesize information and report to serve the direction work, in all situations, not to be passive or surprised.
The Chairman of the Provincial People's Council requested that the most important goal is to minimize human and property damage. Forces must grasp the situation, stay close to the base, proactively coordinate to avoid being passive and surprised in all situations, especially preparing enough forces and means (boats, boats, life jackets, life buoys...) to be ready to rescue people in emergency situations. Along with that, be proactive about the needs of food and clean water.
The comrade requested: The Department of Health directs hospitals to proactively prepare enough medicine, equipment, and necessary medical supplies, ensuring good emergency care, medical examination and treatment for the people; at the same time promptly deploy preventive medical measures and post-storm disinfection. The military forces proactively mobilize human resources and means to help people overcome the consequences of the storm, especially in environmental cleaning and stabilizing life after the storm. The Electricity sector proactively develops plans to ensure safety and stable power supply; the police force maintains security and order and promptly supports people during storms and floods. The comrade also requested departments, branches, sectors, the Vietnam Fatherland Front Committee and mass organizations to closely coordinate, strengthen propaganda, mobilize people to proactively prevent, and promptly support disadvantaged and heavily affected households. Press agencies in the province need to promptly inform about the developments of storms, floods and response work so that people can grasp and minimize the damage caused by storm No. 10, and soon bring life back to normal.
