How does the national blockchain platform work?

The inclusion of the national blockchain platform in the National Digital Architecture Framework affirms the strategic infrastructure role of blockchain in Vietnam's digital architecture, as well as the Vietnamese team's ability to master core technology.

Recently, the Ministry of Science and Technology issued Decision No. 3090/QD-BKHCN, approving the National Digital Architecture Framework, an important guiding document to build a unified, synchronous and secure digital infrastructure system for the entire political system, state agencies, economic sectors and localities nationwide.

The framework sets out a vision for 2035, aiming to build an open, connected and shared national data space, effectively serving the digital government, digital economy and digital society, while ensuring digital sovereignty and national data security. According to this framework, the group of platforms providing basic, shared infrastructure services is identified as the key technical foundation layer, ensuring the overall digital national architecture operates synchronously, safely and effectively.

National Blockchain Platform 3-Layer Architecture - NDAChain

In which, NDAChain is developed by the Ministry of Public Security , in coordination with the National Data Center (NDC) and the National Data Association (NDA). Up to now, the three-layer architecture of the system has been completed, including: Layer 1 includes the core blockchain as the data authentication and preservation platform; Layer 2 includes specialized service and blockchain platforms such as NDADID, the national data platform and Layer 3 includes civil and public service applications such as NDATrace, NDAKey.

Up to now, NDAChain has been running stable testing with 12 validator nodes at the National Data Center and strategic partners such as Sun Group, MISA, VNVC, National Barcode Center (NBC)... ensuring processing speed ≥1,200 transactions/second and high stability.

Triangular model of trust for data authentication via NDAChain

The system has recorded more than 5 million authenticated transactions, an average of about 30,000 transactions per day, demonstrating its operational capacity at a national scale. Along with that, NDAChain has announced an open integration API/SDK, allowing ministries, branches, localities and businesses to easily connect, exploit and deploy data authentication applications on this unified infrastructure.

Mr. Huy Nguyen, Head of Technology Department of National Data Association, said: “Blockchain is shifting from transaction technology to the core infrastructure role of the data economy. With NDAChain, Vietnam not only masters core technology but also creates a unified authentication layer for national data, making all digital transactions, from public administration to trade, transparent and verifiable.”

NDAChain is considered the trusted platform of Vietnam's data economy, where all data, transactions and digital assets are authenticated, traced and guaranteed in a unified manner. The digital identification - authentication - traceability - certification (DID/VC/VP) mechanisms deployed on this platform will become the basis for digital asset applications, open data, transparent public services and trusted commerce.

As with NDATrace, a tool being developed in traceability of goods, NDAKey in digital identification, to specialized data systems such as education, healthcare, agriculture, logistics, all are being integrated through NDAChain, forming a data interconnection infrastructure "authenticate once - use many places", the core to operate digital government, digital economy and digital society.

“The most important thing about NDAChain is the ability to standardize and authenticate data on a national scale. When every data, product or certificate is verified through the same infrastructure, we can form a national digital asset, where value is guaranteed by trust in Vietnamese technology,” said Mr. Nguyen Phu Dung, General Director of PILA Group, the unit participating in developing application layers on NDAChain.

In the late 2025-2026 period, NDAChain will expand the validator node network to technology corporations, regional data centers, and provinces and cities, forming a multi-regional validation network with low latency, high fault tolerance, ready to integrate with industry and field platforms. Other localities will connect via API/SDK to regional node clusters, helping to optimize costs while still ensuring data security and sovereignty.

Provincial digital architecture framework reference model

Together with the National Data Center (NDC) and the National Digital Master Architecture Framework, NDAChain will contribute to forming the core infrastructure for the digital transformation era in Vietnam according to the goals: Standardized data - Authenticated transactions - Guaranteed trust. Therefore, NDAChain is not only a technology platform, but also a strategic step in Vietnam's digital autonomy journey, towards the goal that by 2030, blockchain will become the foundational infrastructure for the national data economy and digital trust.

This means that when ministries, branches and localities deploy digital architecture frameworks at all levels, the national blockchain will be the foundational infrastructure component to connect, helping all data and electronic transactions to be authenticated, interconnected and centrally verified in the national data space. With this role, blockchain is gradually becoming a strategic infrastructure of Vietnam's digital architecture, similar to the role of the Internet in the previous era.
