The motto of Solidarity - Democracy - Discipline - Breakthrough - Development is not only a slogan, but also a compass, a commitment to action of the Party Committee, government and people of Lam Dong province on the new journey.

First of all, it is necessary to recognize that the 2025 - 2030 term of Lam Dong has a special meaning: This is the first term after the reorganization of administrative units; at the same time, it marks the merger of 3 provinces (Lam Dong, Binh Thuan and the old Dak Nong) to form the current Lam Dong province.

This merger opens up many new potentials, but also many huge challenges in harmonizing, adjusting, and connecting regions, populations, and political systems.

Therefore, the 1st Congress chose a motto that is open and rich in value to lead the whole province through the transition period - thereby building a new look and developing strongly in the future.

Unity - The Sustainable Foundation for Unity and Harmony

In a new province formed from regional merger, “unity” is not only a precious tradition, but also a prerequisite for reviving the future.

Unity is first of all unity within the Party - between Party committees, Party organizations and Party members; then unity between the government and the people; and finally unity between regions, ethnic groups and localities in the province.

The difficulties and advantages of the three regions were previously different - in terms of economy, culture, and natural conditions - and if not united, it would easily create a "provincial gap". Therefore, the Congress put "Solidarity" at the top of the motto as an affirmation: All orientations and policies must aim for consensus and harmony, not leaving any region behind.

That strength of solidarity must be built not by imposition, but by trust, by listening, sharing and consensus in action. When solidarity is consolidated, no force can destroy that foundation of internal strength.

Democracy - Maximizing the people's mastery and intelligence

Democracy is to ensure that all policies, strategies and development plans originate from the reality and aspirations of the people. In this Congress, “Democracy” is not simply a formal criterion, but a consistent principle throughout the process of preparing, organizing and implementing resolutions.

Before the Congress, draft documents were widely consulted with Party organizations, the Fatherland Front, socio-political organizations and the People. The reception and editing based on feedback and suggestions were focused on to ensure representativeness. During the Congress, group discussions and voting demonstrated transparency and democracy, ensuring that all voices were heard.

Democracy must also be linked to people's supervision, socio-political organizations' supervision and internal Party control - ensuring that from planning to implementation, every step is subject to control and accountability.

Discipline - Rules and regulations to ensure stability and efficiency

Discipline is the factor that keeps the political system, state management and social life operating in an orderly and oriented manner. In the new context, many pressures, fluctuations and challenges will arise - without discipline, it is easy to fall off track, lose confidence, stagnate and waste resources.

Applying discipline in the Party means adhering to the principle of democratic centralism, maintaining Party discipline, resolutely handling violations, not covering up, not tolerating negativity. In addition, state management needs to increase effectiveness and efficiency: Simplifying administrative procedures, making records transparent, and making officials accountable in every decision.

Discipline is also reflected in environmental protection, security and order, land management, and resource use - areas that Lam Dong, with its diverse natural conditions, is easily affected by. When discipline is well maintained, people's trust and investors' trust will be strengthened - thereby creating favorable conditions for sustainable development.

Breakthrough - Innovative thinking, not repeating old ways of doing things

The 2025 - 2030 term requires not only doing well, but also innovating and making breakthroughs. Breakthroughs are seen in many aspects:

Institutions and mechanisms: Reform and remove administrative barriers, especially in investment, land, urban development, resource management, and digital transformation. Special mechanisms, if needed, should be piloted to unleash development capacity.

Science, technology and innovation: Lam Dong needs to promote the application of high technology in agriculture, develop smart forest economy, marine economy, and ecological conservation - combined with high-tech agricultural zones.

Infrastructure and urban areas: Invest heavily in regional transport connectivity, digital infrastructure, electricity and water supply, logistics systems; promote green urban areas and high-quality eco-tourism.

Staff and human resources: Breakthrough in the selection, training, fostering and use of talents, especially prioritizing young people, people with innovation capacity, and people with heart and vision.

Breakthrough does not mean recklessness or recklessness, but rather calculated innovation, linked to risk control and community consensus. If you choose the right breakthrough in the right place and in the right way, it will create a new growth leap.

Development - The Destination of All Efforts

Solidarity, democracy, discipline and breakthroughs all aim at the ultimate goal of development: rapid, sustainable and comprehensive development.

However, development in Lam Dong is not only about GDP and average income, but also about environmental quality, social security, and the harmony between growth and conservation, between modernity and regional identity. The Congress determined that development must be people-centered - providing opportunities, improving the quality of life, ensuring fairness, and leaving no one behind.

Development also means strengthening national defense and security, ensuring social stability, and facilitating trade with the Central Highlands, the Southern Delta, and the South Central Coast. Lam Dong must become a dynamic growth pole, with both local strength and regional connectivity, striving to keep pace with national development.

Faith, determination and implementation

The motto of Solidarity - Democracy - Discipline - Breakthrough - Development is not just a slogan, but must become a flow of action, a standard in every step and every decision of the 2025 - 2030 term.

In fact, during the preparation for the Congress, the work of completing documents, propaganda work, organizing grassroots congresses, and collecting public opinions has been carried out very closely and comprehensively by Lam Dong province. This is the basis for the motto to not only be words, but also a long-term direction for action.

The problem is that after the Congress, Lam Dong Party Committee must develop a specific action program and implementation plan for each field, locality, and Party Committee. Each Party member, civil servant, public employee, and citizen must clearly understand their tasks, commit to their implementation, take responsibility, and be supervised. During the implementation process, there must be periodic assessments, flexible adjustments, "bottlenecks" must be detected and promptly handled so as not to waste resources or miss opportunities.

If strong solidarity, genuine democracy, strict discipline and creative breakthroughs are effectively implemented, Lam Dong can become a new development model - where the economy grows rapidly, the environment is sustainable, and people's lives are prosperous. At the same time, it is a dynamic growth pole, strongly contributing to the overall development of the Central Highlands - South Central Coast and the whole country.

With faith, with the aspiration to rise up and with a clear motto of action, the 1st Congress of Lam Dong Provincial Party Committee will become a historical milestone on the path of creating a new future, bringing the province firmly forward.
