On October 9, many national highways in the northern provinces were reopened after landslides.

On the afternoon of October 9, information from the Vietnam Road Administration said that after many days of efforts to overcome the consequences caused by storm No. 11, many sections of national highways in the northern provinces were opened to traffic at noon the same day.

Specifically, as of 12:00 on October 9, 2025, basically all national highways and expressways have been opened to traffic; only a few points on national highways managed by localities are still blocked due to deep flooding or large landslides that are being actively resolved. At these locations, there are plans to organize traffic flow from a distance to ensure safety and avoid congestion.

Accordingly, the Hanoi - Thai Nguyen expressway, National Highway (QL.) 3, BOT Thai Nguyen - Cho Moi route, Ho Chi Minh road to connect with Thai Nguyen province and Cao Bang province have now opened to traffic; only at 2 locations Km120+700 Ho Chi Minh road has opened 1 lane and vehicles can choose to go along QL.3 through Ngan Son town (old) to continue to Cao Bang; Km200+903/QL.3 has opened 1 lane for cars, passenger cars, trucks under 3.5 tons to circulate, it is expected that on October 9, 2025 it will be completely opened for all types of vehicles to pass through.

At 11am on October 9, the Thai Nguyen - Cho Moi route was reopened after more than 2 days of being blocked due to landslides.

On the national highways managed by the locality, there are still some locations where traffic is still congested due to large landslides or deep floodwater that has not yet receded, specifically as follows: Thai Nguyen still has 7 traffic jams, including 4 points on the section: Km116+300- Km122+800/QL.3B (Tan Ky commune), Km52+230 (Ba Be commune), Km 275+600-Km276+660/QL.279 (Hiep Luc commune), Km116+330/QL.3B (Tan Ky commune).

In Cao Bang province, there are still 9 traffic jams due to landslides at: Km124+100/QL.34 (Bao Lac), Km52+600/QL.34B (old Cao Bang city), Km162+200 (Ha Lang), Km314+550 (Ha Quang), Km316+100, Km316+300, Km332+100, Km317+280, Km340+800/QL.4A (Bao Lac) and 2 traffic jams due to flooding at Km83+150/QL.34 (Bao Lam) and Km3+600/QL.34B (Thach An).

In Lang Son province, there are still 2 traffic jams due to flooding at: Km50 and Km52/QL.3B (Tan Tien commune), the water is gradually receding. In Tuyen Quang province, there is 1 traffic jam at: Km63+710-Km63+900/QL.34, which is the Bac Me hydropower area, expected to open into the positive slope to temporarily clear the road before October 15, 2025.

The Vietnam Road Administration is still continuing to direct units to urgently overcome and closely coordinate, supporting localities to clear traffic jams at the earliest time.

On the same day, the Ministry of Construction continued to issue a document requesting units in the entire industry to mobilize maximum forces, means and resources, resolutely deploy measures to prevent, combat and overcome the consequences of rain, floods, flash floods and landslides, ensuring the safety of people's lives and property and the State, minimizing damage caused by natural disasters.

The Minister of Construction also specifically requested units to review and inspect areas at risk of flooding, landslides, and flash floods to have a plan to handle and divert traffic from afar; arrange forces to guard and guide traffic at deep flooded and fast-flowing areas, especially underground, overflowing, ferry terminals, and pontoon bridges.

At road sections with broken, deep floods, landslides, it is necessary to install barriers, buoys, warning signs, strictly prohibiting people and vehicles from passing when safety is not guaranteed. For locations with large landslides and slides causing traffic jams, it is required to mobilize maximum machinery, equipment, human resources, coordinate with local authorities to deploy remote traffic diversion, promptly fix the problem, ensure the fastest possible traffic flow and safety for rescue forces.

There are still more than 20 landslides that cannot be opened to traffic on the northern national highways.

The Vietnam Railway Authority and the Vietnam Railway Corporation have directed management and maintenance units to increase patrols and guard posts at key locations, such as bridges, weak roads prone to flooding, areas prone to flash floods, steep passes at risk of landslides or falling rocks, especially in areas downstream of dikes, dams, and reservoirs. Units need to prepare vehicles, equipment, and human resources to quickly fix incidents, ensure smooth traffic, and at the same time develop plans to stop trains, stretch trains, increase trains, and transfer passengers in the event of flooding or landslides.

The Vietnam Maritime Administration and the Vietnam Inland Waterways Administration directed management and maintenance units to urgently review, count and restore buoy and signal systems that were lost or drifted due to storms and floods, ensuring safe waterways after floods. At the same time, watercraft were required not to anchor near river crossing works, to regularly monitor and report the situation, and promptly inform the authorities when detecting drifting vessels.

The Civil Aviation Authority of Vietnam has directed airlines and flight service companies to closely monitor weather developments and flexibly adjust flight schedules to ensure absolute safety of flight operations. Units need to strengthen inspections of airports, terminals, communication and flight command systems, and promptly handle incidents caused by storms.

The Department of Economics - Construction Investment Management is assigned to direct project management boards, investors, and construction contractors to implement measures to ensure construction safety and prevent landslides during the rainy season.
