Movie with CEO, nine-dash line causes 'heat' at press conference of Ministry of Culture, Sports and Tourism

On the afternoon of October 10, at the regular press conference of the Ministry of Culture, Sports and Tourism, many 'hot' issues related to content management on cyberspace were discussed, notably the phenomenon of 'boss' movies spreading on social networks and the handling of movies containing images of the illegal 'cow tongue line'.

At the press conference, Mr. Le Quang Tu Do - Director of the Department of Radio, Television and Electronic Information (Ministry of Culture, Sports and Tourism) said that the Department is implementing a campaign to sweep, block, remove, and handle pages, channels, and accounts on cross-border platforms that specialize in spreading fake and misleading news and films with content that has a negative impact.

Determined to handle films that violate copyright , tighten management of online content

Responding to questions from the press about the phenomenon of short films and web-dramas with the theme of "CEOs" appearing frequently on social networks, causing public concern that they could cause negative effects on viewers, especially young people and children, Mr. Le Quang Tu Do said that the assessment of violations needs to be based on the specific content of each work.

"The basis for handling this matter is according to Decree 147/2024/ND-CP. It is necessary to clearly determine whether the content has negative, incorrect, offensive elements, affects children or violates public morality or not... If so, the Department will handle it strictly. However, it is very difficult to determine what constitutes a violation of the law for this type of film. It is impossible to block and remove all products with the theme of 'CEO', but it is necessary to consider each specific case," he said.

Regarding the issue of films with elements of sovereignty infringement, Mr. Le Quang Tu Do informed that the Chinese film Let Me Shine, which contains the illegal "cow tongue line" image, was handled immediately upon discovery. Although the episodes containing the infringing images have not been released in Vietnam, the Department has coordinated with the Cinema Department to request the two related companies to temporarily stop distributing the film on cyberspace. The unified view of the authorities is: all products with illegal "cow tongue line" elements must be removed and banned from circulation in Vietnam. The Department of Radio, Television and Electronic Information is doing this based on Decree 72/2013/ND-CP and Decree 147/2024/ND-CP of the Government on management, provision and use of internet services and information on the network.

"We use both people and technical tools to scan cyberspace, sending requests to cross-border platforms such as YouTube and Facebook to block and remove information, images, clips... within 24 hours," Mr. Le Quang Tu Do affirmed.

The Director also said that in the past two years, the rate of handling and removing violating information by the Department of Radio, Television and Electronic Information has always been above 90%. Before the 14th National Party Congress, content control was tightened even more, with the requirement to remove false information and negative influence within no more than two hours.

Fall Fair 2025 is ready to open

Also at the press conference, Mr. Le Minh Tuan - Deputy Director of the Copyright Department, Ministry of Culture, Sports and Tourism informed about the preparations for the Autumn Fair 2025, scheduled to take place from October 26 to November 4, 2025 at the National Exhibition Center. This is a major event chaired by the Ministry of Industry and Trade , in coordination with the Ministry of Culture, Sports and Tourism and the Hanoi People's Committee.

The cultural sector will have its own space with the theme "Quintessence of Vietnamese culture", located in the main hall and central hall, with a total area of ​​about 17,000 m². Here, typical cultural industry products such as cinema, fashion, handicrafts, and creative design will be displayed.

The central stage of nearly 800 square meters will be the venue for the opening ceremony, art programs and trade activities. Mr. Cao Le Tuan Anh - Chief of Office of the Ministry of Culture, Sports and Tourism affirmed that this is one of the key events assigned by the Government to coordinate and organize, not only to promote trade but also to contribute to widely promoting the identity and quintessence of Vietnamese culture, affirming the soft power of the nation in the digital age.
