“The departments and branches that are members of the City Steering Committee 389, the People's Committees of communes and wards need to resolutely handle violations of regulations on food safety, fake pharmaceuticals and cosmetics; prevent smuggling, counterfeit goods, and trade fraud, with the spirit that every day is a peak point in the fight against smuggling.”

This is the direction of Vice Chairman of the City People's Committee, Head of Steering Committee 389 of Hanoi City Nguyen Manh Quyen at the conference to deploy tasks for the last months of 2025 of the Steering Committee, this morning, July 18.

The subjects operate in a well-organized, tight manner, over a large area.

According to the Hanoi City Steering Committee 389, the amount of illegal profits is large, so smuggling and trade fraud are still complicated with increasingly sophisticated tricks.

In the first 6 months of 2025, the functional forces in the City Steering Committee 389 inspected and arrested 9,582 cases, handled 8,542 violations. Collected over 2,146 billion VND for the budget. Criminally prosecuted 115 cases, 170 defendants.

A typical case is the case of the Hanoi Market Management Department in coordination with the City Police discovering 14,196 whole frozen chickens and 560 kg of frozen chicken organs of unknown origin from Xuan Thang Food Import-Export and Trading Company Limited in Ha Vy village, Le Loi commune, former Thuong Tin; 10,566 kg of various foods (beef intestines, beef tendons, beef liver, beef brain, beef bones, beef lungs...) from a business household in the former Phu Xuyen district.

Regarding cosmetics, a typical example is the case where the authorities seized 7,543 children's products bearing the brands Hipp, Aptamil, Alete, Nivea, Beauty Baby, L'oreal, Sensodyne, Denk mit, Balea... produced abroad, without invoices or documents, the value of the temporarily seized goods is estimated at more than 1.1 billion VND. The city police dismantled a production and trading ring of over 100 tons of fake functional foods by Pham Ngoc Tien and Doan Thi Nguyet, and prosecuted 7 defendants...

Besides tricks such as establishing many businesses, registering at many locations, operating in closed areas... Deputy Director of Hanoi Department of Industry and Trade, Deputy Head of Steering Committee 389 of the city Nguyen Kieu Oanh said, a new form used by the subjects is to import real drugs, then separate the blisters or packages, replace some pills with fake, poor quality drugs to increase profits, which is very difficult to detect by normal inspection.

The subjects also use sophisticated packaging, labels, and anti-counterfeit stamps copied from genuine products, even printing aluminum foil and boxes similar to the original to deceive consumers and inspection authorities...

A representative of the Hanoi Customs Department of Region I said that criminals are trying to find ways to illegally transport gold bars, currency and even drugs by air by hiding them in luggage and express delivery packages. Airports, post offices , and even delivery apps have become transit points for illegal goods from abroad to Vietnam and vice versa.

Need to proactively coordinate and handle from the beginning

The last 6 months of the year are the peak of circulation, production and consumption activities, and are also the time when smuggling and trade fraud activities accelerate and become more complicated, requiring the authorities to take more drastic action.

Head of the Economic Police Department (Hanoi City Police) Thanh Vien Trung proposed that forces coordinate and handle the case from the beginning to support the investigation, ensuring urgency and effectiveness of the handling.

Especially after organizing two-level local government, departments, branches, and People's Committees of communes and wards must continue to deploy the fight against smuggling, counterfeit goods, and trade fraud more effectively.

The Standing Office of Steering Committee 389 must proactively coordinate with departments, branches and units based on functions and tasks, clearly defining people and tasks, especially the responsibilities of heads of agencies and units in combating smuggling and trade fraud...

The city authorities also proposed to review and overcome loopholes in food safety management, handle violations of false announcements and advertisements; regulate the activities of KOLs/KOCs, have regulations on business registration, identity disclosure, and legal responsibility in advertising. Tighten border localities, border gates, etc. to support Hanoi in the fight against smuggling.

At the same time, consider and supplement resources, equipment, materials and apply science and technology to designated food quality assessment and testing organizations to support enforcement agencies in controlling and supervising the quality of food circulating on the market...

Recognizing that the methods and tricks of violations will become increasingly sophisticated, causing difficulties in management, Vice Chairman of the Hanoi People's Committee, Head of the City's Steering Committee 389 Nguyen Manh Quyen requested that issues related to people's health and safety such as dirty food, fake pharmaceuticals, cosmetics, etc. need to be resolutely and thoroughly handled; strengthen coordination with localities with border gates, borders, sea routes, and air routes to prevent goods from being brought to the market.

The Vice President requested to classify key areas, sectors, and products, especially e-commerce businesses, to increase surprise inspections. Improve the effectiveness of coordination and information exchange between functional forces to proactively prevent and effectively combat new methods and tricks, especially in cyberspace.

“The People's Committees of communes and wards should quickly establish the Steering Committee 389 of communes and wards; step up propaganda and dissemination of laws to raise awareness and responsibility of people and businesses, "say no" to counterfeit goods; support people and businesses in building brands, registering intellectual property, producing and trading with the right quality, and declaring products according to regulations,” Vice Chairman Nguyen Manh Quyen raised the issue.

The Standing Office of the Hanoi Steering Committee 389 coordinated with relevant departments and agencies to review and upgrade high-quality inspection centers in the city, equipping goods quality inspection vehicles to be able to quickly test goods during the inspection and control of violations.
