Research and promulgate policies to support officials subject to merger

Kinhtedothi - Vinh Phuc province will study and issue specific policies, in addition to the Central Government's policies, to motivate, encourage, and ensure the rights and benefits of the staff who are subject to restructuring and streamlining the apparatus.

It is necessary to issue specific mechanisms and policies to support cadres subject to rearrangement.

The Standing Committee of Vinh Phuc Provincial Party Committee has just held a meeting and discussed with cadres, civil servants and public employees of 3 agencies including: Provincial Party Committee of Provincial Agencies, Party Committee of Enterprises and Department of Foreign Affairs on the plan to arrange and streamline the apparatus according to the policy of the Politburo and the Central Steering Committee on summarizing Resolution No. 18 of the 12th Central Executive Committee.

It is known that in the near future, Vinh Phuc province will end and dissolve 12 Party organizations, establish 2 Party Committees under the Provincial Party Committee; merge 2 Party Building Committees; end the tasks of 1 department; merge 10 departments, agencies and equivalents; merge 5 provincial-level project management boards into 3 boards; merge 4 state-managed companies into 1 company. After the arrangement, 15 Party organizations, 1 Party Building Committee, 6 departments and 6 public service units and state-owned enterprises at the provincial level will be reduced.

At the meeting, Provincial Party Secretary Duong Van An affirmed that the spirit of restructuring the apparatus is very urgent and drastic, the Central Government sets an example for the locality to respond, only discuss and do, not retreat. Determined to complete the restructuring and streamlining plans as soon as possible. The policy of streamlining the organization and apparatus is considered a revolution, agreed upon and supported by the people and the results are highly awaited. Vinh Phuc will complete it soon, before the Party Congresses at the district and provincial levels.

Representatives of the Provincial Party Committee of Agencies, the Provincial Party Committee of Enterprises and the Department of Foreign Affairs all agreed and supported the major policy of the Central Government and the province in the work of arranging and streamlining the apparatus and ensuring policies and regimes for cadres subject to rearrangement.

At the same time, Vinh Phuc province is requested to pay attention to arranging jobs for cadres in the new unit to ensure the right people, the right jobs to promote their capacity and strengths in work; build a specific downsizing roadmap to minimize the impact on the lives and work of the cadre team.

Propose and study the issuance of specific mechanisms and policies of the province in addition to the general mechanisms and policies of the Central Government to support cadres in the province who are subject to rearrangement and downsizing; soon provide guidance to Party Committees subject to streamlining and merger in organizing Party Congresses at all levels and Party organization activities in agencies and units.

Request not to neglect or interrupt work until arrangement is made

Taking note of the opinions of the representatives of the Provincial Party Committee, the Provincial Business Party Committee and the Department of Foreign Affairs regarding the work of arrangement and streamlining, Provincial Party Secretary Duong Van An requested that agencies and units maintain the normal summarization of political tasks, agency summarization, year-end staff classification and evaluation and professional activities until the arrangement.

Require units not to interrupt work, not to leave areas and fields vacant; not to affect normal activities of society and people. Carry out early settlement of budget revenues and expenditures; review finances, assets and other work and tasks to be ready to carry out arrangement and streamlining.

Provincial Party Secretary Duong Van An also requested cadres and leaders of units to uphold their sense of responsibility, follow the motto of leading by example, cadres and party members support, and be ready to sacrifice personal interests for common goals and tasks. The province will study and issue specific policies, in addition to the policies of the Central Government, to motivate, encourage, and ensure the rights and interests of cadres who are subject to restructuring and streamlining the apparatus.

 

According to the plan to arrange and streamline the organizational apparatus of agencies and units, Vinh Phuc province will merge: Department of Planning and Investment with Department of Finance; Department of Transport with Department of Construction; Department of Natural Resources and Environment with Department of Agriculture and Rural Development; Department of Information and Communications with Department of Science and Technology; transfer some tasks of the Department of Information and Communications to relevant agencies.

Merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs, transfer the management function of vocational education to the Department of Education and Training, transfer the state management function of social protection, children, and prevention of social evils to the Department of Health.
