Research on identification for contract vehicle business form

At the seminar "How to deal with contract vehicles?" organized by Giao Thong Newspaper on the afternoon of June 13, experts said that state management agencies should conduct research to identify the form of contract vehicle business in a suitable way, meeting the convenient travel needs of passengers.

In fact, the rapid increase in both quantity and quality of contract vehicles is being welcomed by people because of their convenience and affordable prices. However, there are still many controversies about the concept and regulations of this type of vehicle. While state management agencies and functional forces are still struggling to manage and handle these vehicles, many businesses and transport units are also concerned about the operating model.

Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said: Contract-based passenger transport meets the increasing demand for high-quality services from passengers, so this type of service has developed very strongly in a short time.

However, Mr. Quyen also acknowledged that the current management of fixed routes is too strict while the management of contract vehicles is too loose, not really equal. In addition, some people are also concerned about whether those who operate under contract vehicles have paid enough taxes.

From there, Mr. Quyen said that state management agencies should conduct research to identify this form of business appropriately. At the same time, this type of business should be put into a legal framework for management, creating conditions for the transport industry to develop in the direction of increasingly improving service quality.

Agreeing with this view, Mr. Do Van Bang, Chairman of the Hanoi Transport Association, also said that contract vehicles have developed in both quantity and service quality. Therefore, management agencies need to make specific assessments. For those that have not kept up with the development, research and issue management mechanisms and policies, in the spirit of "management, not prohibition" to support business development.

Regarding the opinion that the rapid increase in the number of contract vehicles aggravates traffic congestion, Mr. Le Ngoc Nam, Chairman of the Board of Members of XE Vietnam Limited Liability Company, affirmed that contract vehicles as well as other types of vehicles participating in traffic can be the cause of traffic congestion. It is not correct to say that contract vehicles are the main cause because this type of vehicle only accounts for a small proportion of the total number of vehicles participating in traffic on the road.

Mr. Nam also pointed out that the reason contract cars often pick up and drop off passengers in inner-city areas is because customers tend to be picked up and dropped off at their location, so businesses have created pick-up and drop-off services.

Mr. Nam proposed to conduct research to set criteria and standards for building pick-up and drop-off points for businesses to serve themselves or their associated units and be responsible before the law, thereby solving the difficulties of businesses while the management agency can control the density of vehicles for urban order and traffic safety. Not only are they growing everywhere, contract vehicles do not issue tickets, do not enter stations and show signs of "tax evasion".

Regarding this issue, to avoid loss of control and tax loss, Ms. Le Thu Mai, Deputy Director of the Tax Declaration and Accounting Department, General Department of Taxation ( Ministry of Finance ) said that it is necessary to identify contract vehicles that have the opportunity to avoid declaring revenue like family cars (no invoice required). In this case, the tax authority determined that currently all vehicles performing transportation services must be equipped with a journey monitoring device, determining the number of kilometers and monitoring the starting and ending points of the vehicle.

“We really need the above information to manage the vehicle distance, thereby 'fighting' to be able to correctly determine the tax obligations of the enterprise. Digitizing the activities at the enterprise helps all parties easily fulfill their tax obligations correctly and fully,” said Ms. Mai.

From the perspective of a State management agency, Mr. Nguyen Hoang Anh, Deputy Head of the Department of Transport, Vehicle and Driver Management, Vietnam Road Administration said: After the Road Law and the Law on Traffic Safety and Order are passed, regulations will continue to be changed and adjusted towards tighter management, creating a fair and transparent business environment for all types of transport businesses, creating conditions for management agencies in the process of checking violations.

“Along with that, when the documents come into effect, the State management agency also encourages businesses and management agencies to apply information technology to manage and handle vehicles that do not comply with the law,” said Mr. Hoang Anh.
