Clear and transparent procedures in vehicle inspection
On the morning of October 19, Mr. Pham Truong (residing in Nam Tu Liem district, Hanoi ) brought his family's 5-seat car to Inspection Center 2908D (Hoai Duc) for inspection.
While the inspector brought the car into the inspection line, Mr. Truong sat in the waiting room, attentively observing the inspection process of his car through the camera screen for customers.
Car owners and businesses sitting in the waiting room can monitor the vehicle inspection process through a TV screen connected to a camera at the inspection line at the registration centers.
Mr. Truong said that installing cameras and allowing customers to monitor the vehicle inspection process is necessary, demonstrating the transparency and professionalism of the inspection centers and also helping car owners feel more secure when seeing their cars being inspected methodically and carefully at each stage.
The leader of the 2908D Vehicle Inspection Center said that installing cameras to monitor the vehicle inspection process is a mandatory regulation for vehicle inspection centers, ensuring compliance with national technical standards of the inspection unit.
Accordingly, each inspection line must be equipped with a separate IP camera for monitoring motor vehicle inspection, ensuring observation and storage of images of inspection locations on the inspection line.
Images from the camera are connected and streamed to a TV screen in the customer waiting room for car owners to watch; and must be stored at the inspection center in video format for at least 30 days.
According to Giao Thong Newspaper reporters, in addition to the camera system monitoring the vehicle inspection process, most vehicle inspection units also install cameras outside, around the central area to enhance security and order, creating more peace of mind and trust for customers.
In the waiting area and the vehicle inspection procedure room, cameras are also installed, transmitting images directly to the center's leadership monitor to observe and monitor the activities of employees and customers, avoiding negative situations in these areas, affecting the reputation of the inspection unit.

Tighten management of vehicle inspection process, prevent negativity
The leader of the Motor Vehicle Inspection Department, Vietnam Register also said that according to regulations, all inspection centers must install inspection surveillance cameras that transmit images to the Department.
Through the automatic monitoring system, this agency can control and receive images from the camera system of the centers to remotely check and monitor the implementation of the inspection process of inspectors and inspection units, and prevent negative behaviors of inspectors.
On the other hand, according to the investigation of Giao thong Newspaper reporters, the draft Regulation also stipulates the storage time of inspection images on the vehicle inspection line for at least 30 days. The camera recording images on the inspection line must be equipped with a separate device used only to monitor motor vehicle inspection, connected to a screen in the waiting room for vehicle owners to monitor.
In addition, the surveillance camera image signal is not only connected to the Vietnam Register as before, but must also be connected to the local Department of Transport for monitoring and supervision, in accordance with the regulations on decentralization of vehicle inspection management in Decree 30/2023 of the Government .
In addition, the draft Regulation also removes regulations on video resolution and camera image format, creating conditions for inspection facilities to be able to equip more modern equipment with more features to serve vehicle inspection and supervision activities, depending on the development of technology.
