Due to the impact of storm No. 11, from the night and early morning of October 6, localities in Quang Ninh province had winds of about level 5, level 6, gusts of level 6 to level 7; intermittent light to moderate rain, average rainfall under 50 mm.
Mong Cai 1, 2, 3 wards and Hai Son commune are the localities bordering storm No. 11 when it made landfall in the Fangcheng area (China). There is still no information about damage to property or people caused by the storm. Currently, the weather in this area is only light rain and light wind. All daily activities and production of the people are taking place smoothly and safely.
In Mong Cai 1 ward, by 9:00 a.m. on October 6, all residents in concentrated shelters had been brought home safely by the authorities.
Previously, on October 5, to ensure the safety of people in weak and unstable houses in the face of storm No. 11, the People's Committee of Mong Cai 1 Ward called on people to move to adjacent solid houses or arrange solid places to take people to concentrated shelters. In the entire area of Mong Cai 1 Ward, there are 175 weak and unstable houses with 800 people (including 25 elderly people; 88 children) who were arranged by the People's Committee of Mong Cai 1 Ward to take them to places with solid houses and schools. 36 boat owners went ashore to take refuge in cultural houses and schools. At the concentrated shelters, the authorities of Mong Cai 1 Ward arranged conditions to ensure that people could eat, rest and live in peace. In addition to the essential necessities provided by the ward, people were also given water, instant noodles, milk, cakes, etc. by military units so that people could rest and avoid the storm.
Mr. Vu Van Vinh (born in 1966, living in Binh Ngoc 2 area, Mong Cai 1 ward) was quite worried about his chickens at home when he went to take shelter from the storm. However, Mr. Vinh was encouraged and given gifts by the Chairman of the People's Committee of Mong Cai 1 ward to help him feel secure while taking shelter from the storm. Returning home safely, Mr. Vu Van Vinh thanked the local government for their thoughtful care in preventing storm No. 11.
Currently, the water level of the Ka Long River shows signs of rising due to heavy rain from upstream. However, in the face of the post-storm circulation, which may cause heavy rain, the Party committees, authorities, and functional forces of wards and communes in the Mong Cai area (old) and Hai Ha area (old) have advised people to absolutely not be subjective, to closely monitor the rain situation, especially in the communes in the border area to take preventive measures. In particular, people are advised to absolutely not go through the underground overflow areas on rivers and streams that the functional forces have warned about, to prevent flooding.
Wards and communes must maintain on-duty forces, not be subjective about post-storm circulation; strictly control vessels and boats, not let them leave their mooring positions without orders; do not let people return to aquaculture rafts without ensuring safety; maintain plans, arrange machinery and vehicles ready to respond to and promptly handle landslides on traffic routes.
Eastern localities, especially mountainous communes, continue to closely monitor the flood situation to promptly deploy response measures to risks of landslides, rockslides and riverside areas at risk of flash floods, landslides; review plans, be ready to deploy forces and means to support search and rescue and overcome consequences when requested.
