The working delegations worked with local Party committees, authorities, and military agencies at all levels; grasped the situation, inspected the system of plans and response plans for natural disasters, search and rescue; inspected forces, means, logistics and technical materials, ensured communications, and organized on-duty and command duties.
Units are required to strictly maintain 24/7 duty, be ready to mobilize rescue forces and vehicles when situations arise, especially in vulnerable areas.
The Military Commands of provinces and cities have proactively coordinated with Party committees, authorities, border guards, police and relevant forces to urgently review and grasp the number of ships and boats operating at sea, guide fishermen to avoid and take shelter; organize the reinforcement of houses, warehouses, barracks, move people out of dangerous areas, and proactively develop plans to protect dikes, dams, and key projects.
In particular, militia and reserve forces were mobilized to strengthen key areas, ready to respond to situations of heavy rain, storms, deep flooding or landslides.

In Quang Ninh and Hai Phong , two localities forecast to be directly affected by storm No. 11, the head of the Military Region 3 Command requested the Military Commands of the two localities to coordinate with functional forces to strictly control the anchorage areas for boats, not to let fishermen stay on rafts and watchtowers; to fully prepare food, drinking water, medicine, life jackets and rescue vehicles, and be ready to mobilize when required.

In Ninh Binh and Hung Yen provinces, units focused on plans to protect dams and irrigation works, proactively providing means and materials to overcome the consequences of heavy rain causing flooding, affecting production and people's lives.

The Head of the Military Region 3 Command requested that Party committees and commanders of agencies and units absolutely not be subjective or negligent; continue to closely monitor the storm's developments, closely coordinate with the command committees for natural disaster prevention, control and search and rescue at all levels, synchronously, promptly and effectively deploy response measures; regularly update the situation, report to the Military Region Command, ensure smooth communication, and minimize damage caused by natural disasters.
