“Combining draft laws in the same field is the most optimal solution”

At the press conference, reporters from several press agencies raised questions about the method of organizing the session; the contents that have not been included in the session agenda; ensuring the necessary conditions for the session; solutions to ensure the quality of the work of reviewing and approving draft laws, reviewing personnel work within the authority, the ratio of full-time National Assembly deputies during the term of the 16th National Assembly...

These contents have been specifically informed by representatives of leaders of National Assembly agencies and the National Assembly Office.

Responding to changes in the organization method of the Tenth Session, Deputy Head of the National Assembly Office Nguyen Van Hien said that the National Assembly plans to consider and decide on 66 contents and groups of contents at the Tenth Session. Due to the large volume of work and very high requirements, it requires changes in the management method to complete the proposed contents and ensure quality.

In particular, the Deputy Head of the National Assembly Office informed some highlights, especially the fact that the National Assembly is promoting the implementation of e-Parliament, applying artificial intelligence (AI) in its fields of operation. The National Assembly Office, since September 15, has switched to a "paperless National Assembly Office", with documents and activities being processed in an electronic environment. For National Assembly deputies, the National Assembly App 2.0 has been highly effective, creating conditions for deputies to apply AI in researching and reviewing documents submitted by agencies to the National Assembly. The National Assembly is also one of the leading agencies in implementing "digital literacy".

The Deputy Head of the National Assembly Office also said that changes in the organization method of the 10th Session were made to complete the proposed work in an effective, scientific and time-saving manner.

Accordingly, at the next session, the National Assembly will not take a break between sessions like in previous sessions; it will focus on discussing issues of the same nature to be able to come up with the best solutions. In particular, it will be possible to arrange discussions on related draft laws in the same session to immediately detect overlaps and inconsistencies between draft laws, creating conditions for agencies to absorb and promptly overcome these limitations.

The Deputy Head of the Office of the National Assembly also affirmed that no matter what changes there are in the organization of the Tenth Session, the regulations of the Session Rules will still be strictly followed, ensuring the efficiency of discussion and program arrangement as well as the scientific arrangement of seats and registration of speeches of National Assembly deputies. In addition, the conditions for ensuring security, lighting, sound, health , etc. have all been carefully reviewed and prepared by the Office of the National Assembly.

Concerned that merging the discussion of draft laws will make it difficult for National Assembly deputies to follow the discussion and debate, Vice Chairman of the Committee on Law and Justice Nguyen Manh Cuong said that this is the optimal and most feasible solution to complete the massive and unprecedented workload at the Tenth Session, in order to implement the Party's policy on arranging administrative units, implementing two-level local government; implementing the key resolutions issued by the Politburo and the Secretariat in recent times; overcoming obvious obstacles and shortcomings...

On the other hand, according to the Vice Chairman of the Law and Justice Committee, the Tenth Session will take place in 40 days so it cannot be extended. Organizing the discussion of draft laws in the same field together does not mean "pursuing quantity without paying attention to quality", on the contrary, "ensuring the quality of laws passed by the National Assembly is of the highest priority".

In particular, according to Vice Chairman of the Committee Nguyen Manh Cuong, in recent times, the National Assembly Standing Committee has directed and implemented many measures to improve the quality of legislative work, in order to best prepare for the upcoming Tenth Session.

Will consider issuing a resolution to immediately remove obstacles in implementing the Land Law.

The Tenth Session is a very important session, marking the completion of the 15th National Assembly's responsibilities for the term, preparing for the new term. In addition to the contents of legislation, supervision, decisions on issues and policies on socio-economic development, personnel work is a highlight that voters and people pay special attention to.

Responding to this issue, Vice Chairwoman of the Delegation Affairs Committee Ta Thi Yen said that, based on the decision of the Central Executive Committee and the submission of competent agencies, the National Assembly will consider and decide on a number of personnel matters within its authority.

Accordingly, a number of key leadership positions in the State apparatus will be elected, approved or dismissed. This is a regular process to ensure succession, stability and effective operation of the apparatus in the new situation.

The entire personnel process is conducted in accordance with the provisions of the Constitution and the law and is guaranteed to be democratic, objective and transparent. National Assembly deputies exercise their rights and responsibilities to the people through secret ballot, ensuring the principle of democratic centralism and proper authority.

“The personnel work at this session is both a step to perfect the apparatus at the end of the term and to prepare for the 16th National Assembly term, creating a foundation for the state apparatus to operate more effectively and efficiently. Under the leadership of the Party, the unity of the political system and the consensus of the people, the personnel work will be carried out carefully and in accordance with the process, contributing to strengthening the trust of voters and enhancing the effectiveness and efficiency of the state apparatus,” the Deputy Head of the Delegation Affairs Committee emphasized.

According to the Deputy Head of the Delegation Affairs Committee, the agencies are currently completing the procedures and personnel records in accordance with the procedures. It is expected that the personnel work will be carried out on the first weekend of the session. The steps of introduction, discussion, and secret ballot will be strictly implemented, ensuring compliance with regulations and procedures on personnel work and ensuring democracy, objectivity, and transparency.

Stating the reason why the National Assembly has not yet considered and approved the comprehensive amendment of the Land Law at the 10th Session, National Assembly member working full-time at the Economic and Financial Committee Pham Thi Hong Yen said that the 2024 Land Law is a major law, having a direct and profound impact on all socio-economic activities of people and businesses. The contents of the Land Law and documents guiding the implementation of the Law in recent times have had many new contents and many important breakthroughs.

However, from 2024 to now, Vietnam has faced many unpredictable fluctuations from the international and domestic economic situation, while we are also focusing on promoting the driving forces to support macroeconomic growth. Especially in the past time, we have streamlined the apparatus and implemented a 2-level local government. These changes require immediate solutions to remove land-related shortcomings to adapt to the new context.

In this context, National Assembly Deputy Pham Thi Hong Yen said that the National Assembly will not consider and approve the amendment of the Land Law to fully and comprehensively assess the difficulties and obstacles in implementing the Law. The solutions when proposed will ensure that they are comprehensive, fundamental, comprehensive, and interconnected, contributing to harmonizing the interests of the State, people and businesses.

Instead of considering and approving a comprehensive amendment to the law, at the Tenth Session, the National Assembly will issue a Resolution to immediately remove the obstacles of the 2024 Land Law. The Economic and Financial Committee will continue to research and report to the National Assembly and the National Assembly Standing Committee on related contents, in order to contribute to the implementation of socio-economic development goals, improve the efficiency of land management, thereby creating momentum for Vietnam to become a high-income developed country.

Speaking at the end of the Press Conference, Permanent Deputy Head of the National Assembly Office Le Quang Manh affirmed that the Tenth Session has a very special significance, closing a term with many innovations, creativity, and responsibilities, while laying the foundation for a new development path of the National Assembly. The contents submitted to the National Assembly for consideration and approval at this Session will continue to shape and perfect the country's institutions and legal framework, promoting innovation and development according to the direction of the Politburo and the Secretariat.
