Vietnam will host the signing ceremony and high-level conference on the United Nations Convention against Cybercrime in Hanoi on October 25-26.
This is an important international event, marking a milestone in the history of Vietnam's multilateral diplomacy and the 47th anniversary of the Vietnam-United Nations partnership.
Deputy Foreign Minister Dang Hoang Giang said that the negotiation process for the convention was initiated in 2019 with the development of the first draft document that is universal and covers the whole world. Vietnam and other countries have supported the United Nations in starting the negotiation process for this document.

The convention promises to be an “important universal, globally-encompassing legal instrument” for all member states to cooperate in preventing and combating cybercrime.
According to the Deputy Minister, the fact that Hanoi was chosen by the United Nations as the venue for the signing ceremony and summit is a very special event. This is the first time a global multilateral convention in a field of great interest to the international community has been associated with a Vietnamese location.
The fact that the name "Hanoi Convention" is recorded in the text of the convention reflects the recognition of Vietnam's contribution to the development of this document, thereby showing that hosting the signing ceremony is a concrete step to "affirm position, demonstrate responsibility" and promote cybersecurity initiatives of the Vietnamese Government.
Preparations have been carried out methodically and effectively, based on Vietnam's experience in organizing many international conferences, while complying with the requirements and regulations of the United Nations.
“UN Secretary-General António Guterres attaches great importance to this event. The UN Secretary-General has accepted to join us in attending the signing ceremony,” the Deputy Minister said.
As of October 6, Vietnam has received confirmation of participation from nearly 100 countries along with more than 100 international and regional organizations. The scale of participation is expected to be very large, with many heads of state, government leaders and ministers of countries.

The program is expected to include, in addition to the opening and closing sessions, 1 plenary discussion session, 1 opening session, 4 high-level discussions and 4 roundtable sessions, 1 gala dinner, and a technology exhibition jointly organized by the Government of Vietnam and the United Nations Secretariat.
President Luong Cuong and United Nations Secretary-General António Guterres are expected to deliver important speeches at the opening session.
Deputy Minister Dang Hoang Giang said that Vietnam is one of the countries that has consistently supported the negotiation of the convention since 2019. During the negotiation process, Vietnam has contributed many important contents, including basic principles such as ensuring national sovereignty in cyberspace, principles of international cooperation and coordination, successfully leading the negotiation of a number of provisions.
One of the difficulties in the negotiation process is the competition between countries, which hinders the spirit of multilateral cooperation, along with the "difference between the legal systems" (especially the Criminal Law) of the countries.
Cyber fraud crimes are becoming more and more complex.
Regarding the situation and work of preventing and combating cybercrime in Vietnam, Major General Le Xuan Minh, Director of the Department of Cyber Security and High-Tech Crime Prevention and Control (Ministry of Public Security) said that cybercrime in Vietnam is very complicated, gradually shifting from small-scale attacks to "organized, highly international" attacks, attacking key systems of the country and businesses.
The situation of cybercrime in Vietnam in recent times has also become complicated in terms of scale, nature and level of impact of cybercrime and incidents. The Ministry of Public Security estimates that there are hundreds of thousands of related cases.

Cybercrime groups are gradually changing from small, simple attacks to highly organized, international attacks and attacks on key national systems and businesses with important roles and positions. Cybercrime is also becoming more complex, especially crimes that involve collusion and connections between countries.
"These types of fraud crimes are also a concern, a danger, and have a great impact on countries around the world," Major General Le Xuan Minh said.
Meanwhile, Deputy Minister Dang Hoang Giang affirmed that hosting the signing ceremony will not only promote cooperation in preventing and combating cybercrime but also help Vietnam increase experience exchange to perfect institutions and legal frameworks and improve the professional and technical capacity of law enforcement forces.
Also today, Prime Minister Pham Minh Chinh signed a decision to establish a Steering Committee for the signing ceremony of the Hanoi Convention. The Head of the Steering Committee is Deputy Prime Minister Bui Thanh Son. Deputy Heads of the Steering Committee include: Deputy Minister of Public Security, Senior Lieutenant General Pham The Tung (Standing Deputy Head); Deputy Minister of Foreign Affairs Dang Hoang Giang. Members of the Steering Committee are leaders of several ministries and branches. The Prime Minister also decided to establish a permanent Secretariat and 6 sub-committees to assist the Steering Committee, including: Content Sub-committee, Finance and Logistics Sub-committee, Security - Health Sub-committee chaired by the Ministry of Public Security; High-level Diplomacy and Advocacy Sub-committee, Protocol Sub-committee, and Media - Culture Sub-committee chaired by the Ministry of Foreign Affairs. |
